Public administrators should consider several challenges when preparing a trend analysis over a five-year period. These are challenges that are evident regardless of the kind of approach taking into account by the public administrators (Frederickson et al, 2018). One of the challenges is measurements (Curristine, Lonti & Joumard, 2007). Public administrators can face such issues particularly with the outcomes. Superficially, even if there are outputs it proves to be a hard task to come up with an accurate measure of particular activities. These individuals are given the task of carrying out many functions and several measures can be easily applied to specific types of functional areas when compared to others. Problems in such areas could develop when the public administrators try to connect with intangible activities including policy advice. Common area that have more performance measures that are more developed are health and education. Measurement challenges in the outcome and the output present different sets of challenges. With regard to this, public administrators are supposed to stop focusing only on the outputs and start focusing on the outcomes too (Barlow, 2017). That will help them avoid goal displacement in a specific activity. Time-lag issues could also follow measurement challenges.
Resistance from other members of staff and public servants especially when the culture or the behavior is about to be changed (Curristine, Lonti & Joumard, 2007). Most of all reforms introduced by public administrators tend to face a lot of resistance. The case is more common when dealing with long-term budgeting processes that affect the whole public sector (Shafritz, 2016). It is always a hard task to try moving away from familiar and traditional budgets. The latter is a bigger challenge when the whole case is not clear and when certain types of information will be used.
