There are two categories of expenses in the budget proposal salaries and benefits. Each of the categories is of critical importance to the well-being of the staff. First, it is worth considering that each of the employees is entitled to a monthly salary, which is why this category has been included in the budget. Each of the three categories of workers, the chief police officer, the part time police officers and the secretary, are all federal employees according to the case scenario. As such, the workers are entitled to additional benefits, which include health insurance and allowances. It is notable that all of the workers are entitled to social security, Medicare, and pension, which are deductible by their employer from their gross incomes. As an entitlement, the workers are meant to receive the additional benefits to serve as motivational factors for their working. The inclusions of the budget proposal are done to meet the legal requirements according to the employment laws. First, all employers are supposed to pay for medical health insurance and social security premiums on behalf of their employees (Center for Medicare and Medicaid Services, n.d). The law demands that employers pay a decent salary to their employees, which is why salaries are the first inclusion into the budgetary approximations, also requires it.
It is worth mentioning that the categories of expenditure indicated in the accompanying excel document all represent recurrent expenses (Menifield, 2013). By this, it means that the employer has the obligation of meeting the expenses with expected timing and on a regular basis, for this case, a monthly basis. It is easier for the planner to predict the budget based on the included categories for the fact that they are fixed. However, the inclusion of other categories, especially from the miscellaneous category would have been difficult to predict for the fact that they are not fixed as the rest. Therefore, the current budget is critical in the determination of the proposed expenditure with more accuracy than it would have been done using other components.
