Introduction 

Both correctional and police departments must protect the rights and lives of all human being. However, this has not been applicable from centuries ago. The correctional team has been misusing power which resulted in injuries and death of prisoners ( Carlson & Garrett, 2008). Minimizing this violence require the application of practical steps that help improve actions undertaken by the officers when serving the communities. The essay aims at providing these steps and possible hindrances of its use in reducing excessive use of force. 

A Culture for Force Reform 

The correctional departments should first be accountable enough to explain why they exert specific force to increase transparency and reduce public fear. The public expects the penitentiary department to be trustable individuals (Carlson & Garrett, 2008). Therefore, enforcing trust measures will help establish openness with the society during investigation and actions in case of suspected brutality. Some police officers exhibit racial biasness where they act violently towards a particular race. Elimination of such violence requires correctional individuals to apply diverse means that support the needs and voices of the whole community at large while enforcing any force option ( Ariel et al., 2015) .

The disciplinary team should adopt management activities that recruit people of different tribes to represent acceptance of the whole communities. Such activities can help build trust among community members. Deconstruction of stereotypes in departments and involvement of the community in determining the best culture can also encourage the residents to become transparent and help the investigators in solving problems ethically (Carlson & Garrett, 2008). 

The correctional institution should have first line investigators in the area to gather the necessary information before other teams arrive at the scene to apply their corrective mechanism (Worden, 2015). Additionally, the disciplinary department should use mechanisms that do not favor racism, gender or class and use a good model that encourage fairness in all categories. 

The departments should use surveillance technology tools such as cameras in different areas to help detect any violation to act as proof of the use of force in the report. 

Despite the use of this steps, given that there will be no cooperation between the correctional departments and the communities, chances are that the use of force will still apply. Without proper investigation of human right complaints, the team will continue to use force thus resulting in the more human right violation as articulated by Worden (2015). 

Conclusion 

The paper aimed at providing steps and possible barriers that reduce the use of force. The stages included training, accountability, diversity promotion, community participation, proper model application and use of surveillance devices. Therefore, the correctional departments should use these steps in the institution and also in emergency scenarios to determine the degree to which the physical intervention will apply.
