The CNG Pipeline Company can gain access to the lands for pipeline passage through the ‘Private Rights of Way.’ That can be obtained by a voluntary contract or through the imposition of law. When a company obtains the right, it can have the full land ownership that underlies the ‘right of way’ or servitude of passage that is predialed ( Apergis, Bowden & Payne, 2015) . The company can obtain capital for the project through grants and loans. The best way to facilitate such a huge project will be to commit financially through loans from banks. The project has merit for further investigation because of nature it encompasses ( Fankhauser, Gennaioli & Collins, 2016) . The point of the inquiry will be based on the nature of the different states to allow the ownership of land or the permission to allow the passage of pipelines through different states. 

Another base for investigation is the fact of if the project is feasible. The feasibility study will try and understand the best, shortest and cheapest route to the final destination. That will play a critical role in reducing the cost. Also, it would not be possible to affect the project of the pipeline through the routes mentioned because of many factors like disgruntled land ownership and other issues that may arise. The economic viability of the proposal will be boosted because of the presence of new fields of oil ( Whyte, 2017) . Therefore, partnerships with these fields will create more flexibility regarding the logistics that surround the establishment of pipelines. The pipelines will help in reducing the cost of transportation of the oil. Regarding political assessment, the establishment of common interests that will guide the process of creation of the pipelines will have to be considered.
