Resourceful intelligence used to forewarn and prevent a future attack may be derived from pieces of information gathered by the local, tribal and State government’s personnel through crime control or using other routines by people working or living in the local communities. Arguably, intelligence is the most effective weapon to counter terrorism (Bush, 2002). For successful intelligence operations, it is essential for the different security agencies to collaborate, collect, analyze, blend and disseminate information regarding support of prevention, threats, response, vulnerabilities as well as management of conflict. 

Different security agencies have various functions with regards to intelligence. Law enforcement agencies are responsible for offering security and safety of the public. Their mission is not limited to the traditional crimes but extends to the prevention of the terrorist attack on the American soil. This is done by ensuring that they gather information about any threat and to come up with measures to combat the threats. Homeland Security is an analytical branch of security agency which primarily focuses on domestic security concerns (Bush, 2003). They predominantly consolidate information collected from several law enforcement agencies and intelligence agencies.

Homeland security has a critical role in developing strategy and promoting collaboration of different agencies to ensure seamless dissemination of intelligent information. Its major role is to protect the nation against any form of terrorist attack. It is also mandated to gather intelligence and analyze threats and to determine their magnitude (Bush, 2002). Further, it guards the borders of the United States and the airports and protects critical infrastructure as well as coordinating responses regarding the security of the United States. Separate agencies were consolidated into Homeland Security Department. The National Security Agency is responsible for acquiring intelligence, decoding and analyzing the signals. The agency leads in cryptanalysis. It falls under the Department of Defense. NSA further translates information into valuable pieces and gives the lead for appropriate action (Bush, 2003). Additionally, it provides information to other security agencies for their analysis.
