The FAA has for long called for effective drone legislation to ensure that UAVs/drones usage is safe and secure to its users, the environment around them, and other people. Recent trends in drone usage suggest that the industry is growing exponentially. This rapid growth can be attributed to the opportunities perceive in application of drones to solve real life problems as well as for entertainment purposes (FAA.gov, 2018). However, there are serious concerns of regarding safety and security issues such as cyber security. For instance, drones can be hacked and once there are under control of illegal hands, they can be used to propagate crimes such as terrorism or illegal spying. This is even worse when these drones are not registered to a particular organization or individual. For this reason, there is the need to regulate ownership and usage of the drones. 

The FAA has the authority to ensure safe use of the United States authority and this applies to usage of drones. It also has a statutory responsibility to support the growth of civil aeronautics. However, the FAA should not compromise innovation and the development of commercial UAVs/drones ( McFarland, 2017) . The FAA has been cooperating with other organizations and agencies such as Unmanned Aircraft Systems (UAS) to ensure compliance and oversight of the United States airspace (FAA.gov, 2018). It also works with other security agencies to integrate UAS into the National Airspace System (NAS). These organizations and agencies require an effective legal framework to enhance creation of plans and policies for the safe use of the United States airspace ( Congress.gov, 2017) . Additionally, the legal framework should ensure that the agencies have clear roles and responsibilities to avoid conflicts or redundancy of duties.
