The President ensures the budgetary allocations are implemented when they append their signature on the final proposal made by Congress. An example to show the President is crucial in the process is that Congress relies on the updated budgetary and more extensive information from the President.

The Congress plays an important role in the budgetary process. The Congress helps with different tasks such as budget completion, appropriation bills, resolutions, and budget authorization. Without their authorization, no funding can be made to any agencies. The Congress is responsible for passing several funding bills every fiscal year.
