Discussion Response
After a keen investigation of the economic progress of Mississippi, I realized that there are two critical sectors that the government needs to invest in urgently. The two paramount sectors which need much government expenditure are the health sector and education. The state of Mississippi has been ranked among the states with the poor health sector and ignorance among residents (Wallin et al., 2019). The state is affected by high percentages of poverty, obesity, diabetes, smoking, and high infant mortalities. Government investment in education would tap the potential of the community to understand basic healthy lifestyles and professional knowledge to curb poverty in the long term. Besides, the establishment of sophisticated health care systems and professional medics and medical insurances will lead to better living standards for the residents. In response to the original post, I support government expenditure on education and water and sewer in Caroline county. Notably, education and health are critical sectors in the economy. Besides, clean water is paramount in maintaining a reliable healthcare system.
Challenges faced by an Administrator
Financial planning requires a thorough study of financial analytics to come up with a concrete strategy. However, some of the challenges an administrator may face when undertaking this task include different data sources. Adopting many sources of information may confuse the team formulating the plan since different sources have varying data, conclusions, and recommendations (Leskaj, 2017). Again, financial planning requires proper summary of the budget. Therefore, when the budget is quite detailed, a review of the financial plan becomes cumbersome.

Budgeting for Non-profit Organizations
Unlike governmental organizations, non-profitable organizations may lack professional personnel to formulate a budget for the organization. As a result, these organizations end up making ineffective budget proposals (West & Ries, 2018). Also, financial constraints pose a huge obstacle since the organizations rarely gather revenues apart from donors, sponsors, and partnerships.
