Many justice systems around the world have come up with various recommendations that can be used in the rehabilitation of offenders. However, the most common method that is used is jail and detention centers which are specially designed places where offenders are secluded from the rest of society for rehabilitation. 

Q1. What is the best use for a jail? What factors might make it difficult to operate jails so that they are able to focus on this best use?

Jails are one of the most used rehabilitation methods used by many justice systems around the world. The right implementation of the theory of jails and detention centers can lead to more successful rehabilitation of offenders. The best use of jail is to put inmates into various programs that can enable them to use their skills and improve their characters so that when they are reintroduced back to society, they can be able to monetize their skills and live harmoniously with other members of the public ( Grattet et al., 2017, p. 7) . In most cases, jails are not properly used due to several challenges such as insufficient allocation of funds and overpopulation. 

Q2. What were the personal and case-related reasons why inmates in this jail did not participate in treatment? What would need to change for more of these inmates to participate in treatment? 

As part of their human rights, inmates are usually provided with basic requirements such as food, clothing, and treatment whenever they are sick. However, there are instances where in-mates refuse to participate in treatment mainly due to religious believes and gang influence ( Smith, 2018, p. 328) . To make more prisoners participate in treatment, jails and detention centers must invest in the creation of a strong relationship between the authorities and the inmates. A good relationship makes it easy for the authorities to explain the importance of treatment to the inmates. 

Q3. When and where do suicides in jails tend to occur? Based on the information, how to prevent suicides in jails? 

Different studies and observation have revealed that the rates of suicides in usually high immediately after inmates have been incarcerated. Most inmates find it impossible to live a secluded life from the community and also fear to be around other hardened criminals. Several measures need to be taken to reduce the cases of suicides in jail. Foremost, jail authorities must provide counseling services to all inmates that have been incarcerated to prepare them psychologically for their time in prison. Suicides can also be reduced by preventing overcrowding in jails ( Quinn, 2018)

Conclusion 

In summation, the true purpose of jails can be achieved if appropriate measures are implemented. In most cases, inmates refused to participate in treatment mainly due to religious beliefs and gang influence. With the high rate of suicides in prison, it is essential that prison authorities introduce counseling services to inmates and also reduce overcrowding.
