Local governments in America usually execute power using the state constitution and not the United States Constitution. It was brought about by the adoption of the Dillon rule years before US constitution. It led to changes in American’s municipal system whereby local government only act when authority is upheld in accordance with the words of the statute, or the charter developed the municipal corporation (Stilwell, 2015). Additionally, confirmed when power is neither guaranteed nor fairly implied from the official agencies. These set of conditions have brought out the positive and negative aspect of the rule in the public way of governance. 

The main positive aspect of the law is that it helped incorporate the people in the local authorities’ affairs in the form of encouraging democracy. According to Stilwell (2015), citizens have the capability to design the manner and administrative organization of their local government. People in the state feel secure as an upper hand gives them a superiority domain which facilitates them choose what the local government will compose. Also, it allows individuals to echo out their issues when formulating governing policies hence encouraging many to participate in local affairs. The people’s element in Dillon’s rule offers more potential benefit as people have an ability to speak out when the managing quorum want to divert.

Nevertheless, in a research article by Stilwell (2015) indicates the Dillon rule has its worst side whereby in the event of an area-wide problem, strategically located municipalities can refuse to cooperate with its neighbors, which hinders potential solutions of the problem. The system creates a sophisticated approach due to protocols observation. In such scenarios, negotiations skills are critical as getting other neighboring local government to participate at times leads to lawsuits. It is proper for optimal measures being available to facilitate a risk-averse situation. 

In conclusion, the Dillon rule has a significant position in the local government since early history. It is currently being used in forty states. The major active elements in the law are Democracy, self-government and people's interest. There are also a set of limitations that hinder its smooth control in different areas. The Dillon rule progressively marks suitable effects on the people and just for the states not utilizing the law to exploit it.
