Quandary 1: Given your own research what is the current state of our overall homeland security apparatus? Are we on track, off track, heading in the right or wrong direction? Why do think the way you do? What do you see as our number one homeland security issue and why? 

The Department of Homeland Security (DHS) works with the civilian in the protection of inside and outside the borders of the United States. The primary goal of the department is to prevent, prepare for, and respond to domestic emergencies, for instance, terrorism (Friedmann, 2007). Over the past several years, the department has been growing strengths in homeland security enterprises that will help in defending against the growing terrorist threats. One of the primary achievements of the department includes working directly with law enforcers, private sectors, state and local leaders, community-based organization and the international partners.

The department currently is doing well, and it is in the right direction. Just at the age of below twenty years, the department has over 240,000 employees and comprises up to twenty-two agencies that range from border control, aviation to coast guard (Sauter, 2015). In some years back, the department was receiving complains that it was the most disorganized and the leading in wasting the resources. However, in the recent days, the department is showing recovery efforts of delivering the mandates. 

The ability of the Home Security department to source information within and outside Washington D.C provides them with essential tools that enable them to fight the threats in the community. Local law enforcement that usually works with Homeland Security can sense or notice the attacks before happening, therefore, empowering the homeland security with vital information that helps in enhancing security through combating attacks. However, the Homeland Security department is facing several issues one being that of cost versus benefits. The budget for the department ranks in billions while some of the Americans struggle to get basic needs. 

Quandary 2: What should our drone policy be regarding counterterrorism use? 

The policies concerning the use of drones in the fight against terrorism should allow the adoption of the technology is abides the law that will not compromise the privacy and security of the public (Cavoukian, 2012). Drones are useful when it comes to technical and dangerous assignments, therefore, making it applicable when fighting terrorism. One can conclude that the Homeland Security department is doing well despite some of the challenges concerning the number of resources the department consumes. The department responds to emergencies and combats terrorism within the borders, therefore, enhancing the security of the community.
