The unlawful use of intimidation, coercion, and violence, especially against civilians should not be condoned regardless of who executed the acts or where they occurred. Terrorism instills fear among masses of people and in most scenarios, it results in loss of lives and destruction of state and private property. 

However, law enforcement personnel based in the U.S should not be allowed to arrest individuals that terrorize foreign lands just because American citizens were targeted. It undermines the power of the foreign country. Independent countries have a responsibility of protecting every individual that steps foot in their territory despite their citizenship or race. Their government should be in a position to handle such situations through thorough investigations and arraignment of the perpetrators. The casualties include not only American citizens but also the involved country’s residents. The foreign state is therefore justified to take legal actions against the terrorists. The U.S government, however, should be involved in the investigations as a way of speeding up the process.

Although the American citizens whose families and friends are affected by the attacks would want justice to be executed on their watch, it is important to realize that every country has firm systems that ensure lawbreakers are apprehended. In such circumstances, the U.S government has an obligation of assuring its citizens that the judicial systems of the foreign lands are authentic. Marching their forces into foreign territory in pursuit of the terrorists would imply that the involved country is unable to perform its legal duties ( Jackson, 2018) . In a case where the attackers have been involved in similar events on the American land, the law enforcement personnel in the U.S should be allowed to arrest the terrorists. 

The United States, just like other countries, ensure the security of its citizens ( Hewitt, 2003) . Terrorism against Americans within the United States poses a significant threat to every individual’s day to day activities. Regardless of whether the conspirators are physically outside the country or within the country, the U.S government law enforcement personnel should be permitted to incarcerate the attackers. American laws against terrorism involve tracing financial activities of criminals which helps them identify their location ( Livingstone, 1982). The personnel, therefore, should be in a position to make the necessary arrests. 

Terrorists are intelligent individuals who plan their attacks in a manner that causes the most damage. They socially integrate with the citizens to survey their targets allowing them to anticipate for the aftermath. It indicates that perpetrators are creative and rational. Law enforcement personnel are the only people capable of going after the terrorist. The numerous training sessions provide them with adequate techniques needed to protect the country’s citizens. Arresting the attackers may be difficult and only with the help of skilled personnel can the task be accomplished. Involvement of the foreign land’s government, where the individuals terrorizing the United States create their action plans, is however crucial in helping the law enforcement personnel to capture them ( Stohl, 1979)

In conclusion the United States government law enforcement personnel should be permitted to arrest individuals who use violence in an attempt to coerce the citizens of the country.
