The refugees are considered as part of the city, and once they have moved in, they will have their rights that will need protecting. Some of the rights are life, freedom of movement, healthcare, speech, protection, and security. However, the 500 refugees moving in the city with already 25,000 people means that they will likely face rejection. The community members will not be willing to share the available resources considering that most of them are middle income earners, and the unemployment rates are high. As the chief of police, I have to ensure that the rights of the refugees are protected, address the resettlement challenges, and overcome any problems that may arise. 

A plan to protect the rights of the refugees has to be implemented. The first thing will be educating the community members of the 500 new settles they will be expecting before the refugees arrive. In that way, the city members will not feel ambushed, and they will accept sharing their resources. The next approach is ensuring that the refugees’ camps will have enough security personnel to ensure the protection of these individuals before they get integrated into the society. It will prevent angry city members from attacking refugees to push them away (Murray, Davidson, & Schweitzer, 2010). The other method will be educating the settled refuges of the resources they can use and those which they will be expected to avoid. In that way, both groups will learn to exist with what they have without using what does not belong to them as that may cause conflicts. Integration programs will also be created where the community members and the refugees get to interact, learn, and appreciate each other. It will help promote peace and make it easy to maintain the rights of all people.

Resettling the refugees will be challenging for both the police department and the community. The duties of the police department will increase as they will be needed for maintaining peace between the refugees and the city members. More officers will also be required to protect the refugees from possible hostile community members. Since other vices such as an increase in crime rates with increased population will be expected, the law enforcers have to be prepared. Training can be offered to the officers so that they can learn of the force they can use with civilians in case of violence (Greenberg, Gelatt, Bolter, Workie, & Charo, 2018). More resources will be bought for the department, for example, surveillance cameras for checking out the city for security reasons. The community members will undergo various programs where they will learn the importance of allowing a peaceful settlement of the refugees. As the chief of police, I will ensure that emotional appeal is used for the community members to accept refugees and help them where possible. 

Various difficulties may be faced during the resettlement process. Lack of enough resources to help the refugees is one of the problems. The refugee's camps may not be equipped enough with sanitary requirements such as toilets and bathrooms, and that will affect their health. The city is already facing high unemployment rates, and the situation will be made worse by the refugees, and that will suppress the city’s economy. Lack of enough police officers to protect the refugees from crimes and angry protests on day and night thus exposes them to violence (Pressé & Thomson, 2008). The refugees may also not be willing to share the available resources making it difficult to resettle them.
