Detroit is an example of a Metropolitan area which a high prevalence of property crime. The examples of criminal activities in this area include burglary, theft, and vehicle theft. A research conducted in 2017 found out that the annual cases of burglary, theft, and vehicle theft were at 8258, 14,045, and 8155 respectively (Reported Annual Crime In Detroit). In tailoring problem-solving strategies, several considerations need to be put in place. First, the focus should be placed on increasing security personnel in the region. Other than the personnel, the citizens should be accorded with an effective alert system aimed at triggering law enforcement response whenever a crime has taken place. The high rate of property crime means that the metropolitan area needs to be enlightened on burglar proofing as a primary means of enhancing security.

An example of a rural area with a high crime rate in the US is Baltimore. A 2017 research found out that the rates of burglary, theft, and vehicle theft are at 8041, 17008, and 5171 respectively (Reported Annual Crime in Baltimore). Baltimore is regarded as one of the most criminally prevalent areas in the rural US. It, therefore, means that several strategies must be developed to ensure that the property crime rates are reduced. In developing these strategies, certain considerations will be put in place. A proper transport and communication system needs to be leveraged in the rural areas to foster police response. Secondly, increasing law enforcement personnel will be essential as a way of improving the patrols and bolstering the police to citizen ratio. Thirdly, necessary steps should be taken to enhance public awareness and involvement of the citizens in community policing.

The most appropriate spiritual parable for this real-life incident is the Good Samaritan. As an exemplification of a Good Samaritan, Sheriff Roy Wiley provided a small quantity of marijuana to a citizen who had a cancer patient undergoing chemotherapy. Although it was a good gesture aimed at helping, it was against the professional code of conduct. Becvar, Becvar, & Canfield, 1997 emphasizes the importance of sticking to ethical behavioral conduct in a workplace, especially for professions in the high calling.

Professional experience is surrounded by a host of ethical guidelines with criminal implications. It, therefore, means that any professional misdemeanor could easily land a person on the wrong side of the law. Becvar et al. Ethical consideration has significant implications in the area of criminal justice due to the delicate nature of law enforcement’s work. Specific attributes, such as understanding justice, the constitution, professional guidelines, and moral conducts, can help a professional act ethically.

As previously indicated, each profession comes with a set of ethical guidelines that require adherence in avoidance of the criminal justice repercussions. The above story discusses how the firefighters were charged with first-degree arson and the obstruction of justice. An example of a spiritual parable that could mirror this real-life event includes that which Jesus asks his disciples whether a father would give his son a stone when he asked for bread. It, therefore, depicts a situation of irony, where professionals of high calling engage in unethical behavior. The future attributes that could define this area of study include assessing the thin line between ethical and unethical behavior during emergency responses.

In developing a decision-making structure for an IT project, a police department will need to undergo several steps. The first step will revolve around the identification of an executive sponsor. The role of an executive sponsor is to incorporate the accountability of the project, thus making it a top priority. The executive sponsor will also double up as the decision-making authority. The second step will be about identifying the relevant stakeholders. After their identification, emphasis should be placed on determining their expectations and needs. The expectations are then influenced and managed for the successful completion of the project. Some of the stakeholders in this regard include the project manager, law enforcement agency, system users, and the sheriff, among others. The public and the media are also viable stakeholders in this endeavor. The last step will involve collecting the necessary hardware and software aspects for the ultimate establishment of the project (Establish a Decision-making Structure). 

Question 9 

In law enforcement, Compstat refers to computer statistics. Its primary function is to reduce the rate of crime. It not only tracks crime but also utilizes information to assist in the deployment of law enforcers to address pertinent issues. Intelligence-led policing serves several roles, including gathering information relating to domestic incidents, criminal records, arrests, gang activities, and traffic stops, among others. It allows the police to perform analytics against the data. It also helps the police map the potential offenders based on their statistics (Ratcliffe, 2016). Predictive policing involves the use of mathematics and analytic techniques to identify potential criminal activities. Intelligence-led policing is the most effective because it combines the roles of both predictive policing and Compstat.
