The fourth arm of government consists of officials who are not elected by the people to participate in decision-making for their affairs ( LaPira et al., 2020) . One major concern of the fourth arm of government is that there is a poor representation of people's interests. The unelected leaders can engage in selfish interests to have political or economic gain, thereby neglecting the common citizens' pleas. The fact that the leaders are not answerable to the voters, they may fail to fully represent the issues of the people in the decision-making process of the country.

Another great concern that arises when the fourth arm of government is involved in decision making is a concern for removing the leaders from their positions. The decision-making process is critical, and it needs people who are wise and cautious. However, when the unelected leaders make a poor decision that negatively affects the country, it is hard to remove them from their positions ( LaPira et al., 2020) . The unelected leaders have greater recognition levels. They have access to lots of support from the government. It is hard for citizens to ouster them from their positions. Congress needs to evaluate the leaders constituting the fourth arm of government to avoid poor decision making that may cost the nation.

There is concern about the transformation of a democratic country into a deep state when the fourth arm of the government is allowed to make the country's decisions ( LaPira et al., 2020) . In a deep state, the government and other organizations' top-level elements tend to solely make all the decisions that affect the country in a way not expressed by the formal political process. The congress is entitled to make critical decisions for the country. Still, when the country turns into a deep state, there may be bad consequences. The unelected leaders are not vetted in a rigorous vetting process, and it is hard to evaluate the candidates' eligibility to make wise decisions.
