1) Is it cost effective to spend millions of dollars in an effort to stop a hand-full of people" who are bound to terrorize the United States? What is NAFTA and GATT ? How have they changed throughout Presidential Administrations? 

It is cost effective to use a huge amount of money in a bid to control a minority of individuals who are destined to terrorize the US. This is because the few individuals with undesirable motives can disrupt the lives of millions through the damages they are likely to cause. The attack on the world’s trade center, for example, is an example of expansive effects caused by a few militia who efforts to stop them would have been more worthwhile than the damage witnessed.

NAFTA initials stand for North America Free Trade Agreement. The above treaty was realized after negotiations between the US and Canada. Apart from the removal of trade tariffs between the members that agreed upon the above, several other chapters that relate to trade were constituted. Some of them relate to government procurement, investment, intellectual property among others.

GATT initials stand for general agreement on tariffs and trade. It was a treaty that was effective between the years 1948 and 1995. The main reason behind the convention was to create a better economy through the implementation of different laws that were made to take effect by the member states. Equality in tariffs charged in relation to trading activities was the central aspect of the above treaty.

2) What is the "Hardened Border Paradox? What is the "Open Border Paradox? How can both be overcome?General 

The hardened border paradox can be defined as a trade-off that is achieved as a result of making boarders impervious to illegal immigrants so as to reduce illegal trade. Open border paradox disregards several restrictions concerning the movement of individuals from different jurisdictions. Here, individuals are allowed to move freely, in contrast with the hardened border paradox which does not. To overcome the hardened as well as open border paradox, there is need to make the borders more secure as well as come up with laws that give guidelines on either restriction of movement or otherwise.
