Some of the internal and external conditions that are needed for long-term care organization to replicate Galtier's culturally competent approach include embracing the traditions of the community, and recruiting staff members from society. In addition, healthcare institutions should partner with local leaders, organizations, businesses and other interested parties in order to adopt a culturally-competent approach in their operations. For instance, Galtier Health centre works closely with Hmong community leaders who help healthcare providers to educate people about skilled nursing. 

In addition, Galtier recruits its staff members from the Hmong community, which makes it easy to administer clinical care. Besides, the health centre embraces cultural diversity of the Hmong community through ways such as incorporating healers in clinical medicine. The key strategies used to enhance a culturally competent care environment include improving communications and directly engaging in cross-cultural interactions with patients. For instance, Galtier has recruited employees from the Hmong community, thus enabling them to understand the traditions and language of the individuals. In addition, it enables the members of staff to effectively communicate with patients and their families regarding their health needs. Moreover, forming long-term collaborations and partnership between the organization's leadership and members of the community help ensure a culturally competent long-term care environment.

The ways of identifying and evaluating a nursing home's cultural competence and sensitivity include the composition of its staff members and collecting feedback from patients. For instance, a culturally competent and sensitive nursing home should have a diverse workforce that understands the traditions and believes of their patients. The Galtier health centre understands the beliefs of its patients, such as the holistic approach of conditions by incorporating both physical and spiritual aspects. Question 1 

The leadership development at the University of Wisconsin is advantageous to the students in various ways, such as increasing their chances of getting a job. In addition, the leadership development model equips students with fundamental skills such as effective communication. Students rotate through various departments during the year practicum experience, which enables them to have vast knowledge at the workplace. Moreover, one-year practicum enables the students to be well-prepared for licensure exams in their fields. Students gain skills and broad knowledge of human resources, financial, and quality management through supervised participation. Besides, the model allows students to engage in self-examination as well as given external feedback which is effective in developing leadership skills. In addition, the model is beneficial and provides motivation to the students through monthly stipends. However, the model's weakness is the fact that it is time-engaging and lacks appropriate evaluation methods to determine the competence and suitability of a student.

Preceptors experience various challenges while working with students in an administrator-of-training model such as poor teamwork and pressure to monitor them. Since the students are not licenced to work, the preceptors are required to ensure effective monitoring of the students to ensure they do not make mistakes that may damage the organization’s reputation. Therefore, the preceptors are usually under intense pressure to perform and closely monitor the students. 

In addition, some students may fail to effectively cooperate since they are not formally employed. For instance, the preceptor is likely to deal with issues such as absenteeism, poor time management and inadequate support from the students. However, the preceptor may address the challenges by introducing tough rules and regulations for the students. For example, the preceptor may introduce a policy where if a student fails to attend the program for a certain number of days is removed from the initiative. Besides, the preceptor may request the management of the organization to increase the number of supervisors in order to help in close monitoring and reduce the workload. 

Question 3 

Some of the possible leadership project ideas for a student include social responsibilities such as community health volunteering programs and sports. Students may engage in the leadership project by volunteering to promote healthy practices among the community, such as creating awareness on the importance of regular screening. Such a project would help the student gain essential leadership skills such as influence, courage and effective communications ( Ogur et al., 2017) . In addition, students may engage in coordinating sporting activities within the community with the aim of raising awareness on issues of mental health such as depression. 

Also, a student may develop a mentorship programme focused on equipping the youth with skills and knowledge on various elements of life, such as education. The mentorship leadership program would help achieve many objectives, such as teach people to avoid illicit drug abuse. In addition, the leadership project would enable the participants make informed decisions, such as their career path. The resources needed to best practice the leadership project ideas include financial support as well as venues to hold the programs such as a social hall.
