The American city was not capable of protecting the environment and providing enough housing for the poor because of the immigration of people from rural areas to urban centers. Urbanization brought overcrowding in the American city, and it became a problem to provide adequate housing because there were too many people in the town (Maria, 2017). 

America city's ability to protect the environment and provide adequate housing for the poor was brought about by the rapid growth in the city with no government regulations. Many private industries came about, which polluted the environment with its developments, and the waste materials from the companies were scattered everywhere. The private sector also provided the poor with substandard housing because they earned little or no salary while working for private companies and could not afford better houses.

Ineffective government policies and regulations also contributed to the American city, not providing adequate housing for the poor. This was because the government shifted its investment in public housing and went to support the private sector in providing housing, instead of working to provide public housing to low-income earners. This became expensive for the poor to own houses as the government's private housing projects were expensive and reduced the urban housing options for the poor. 

Poor land governance and administration in the city have been an issue for the poor getting adequate housing. Acquiring land is very expensive, and this pushed the poor to just living in substandard houses because they could not afford to buy land or even building a house (Desmond, 2018). Taking a mortgage was also not an option for the poor because they did not have a reliable income that could pay for the mortgage.
