The paper focuses on exploring health and promotion project that targets a cultural group and related to healthy people in 2020. The study focuses on a project that incorporates organizations as well as community groups and the opportunities to operate projects that promote innovative health promotion activities. Thus, VicHealth projects are intended to increase knowledge as well as skills of individuals to change health-related behaviors and also to develop the community and organizational policies to create an environment aimed at improving health. The project is mainly funded by an organization known as Fair Foundations that represents a wealth of knowledge coupled with experience and insight into health promotion practices of people in Victoria, Australis. Hence, reflecting on some of the knowledge, the organization was commissioned by the Health Foundation to review a wide range of past projects that are financed by the Health Foundation developed to identify examples of a successful project. Some of the common features that are reviewed include areas that focus on planning, implementation, evaluation, as well as the sustainability of health and wellness promotion project. 

Health refers to a means of enjoying a full and flourishing life in a given population. However, not all people in Western Australia experience the same opportunities to be healthy and well. Therefore, the health and wellness promotion project believes that regardless of the cultural background of the people of Western Australia, gender, income ability, sexual orientation and educational attainment, occupation and location should enable the organization to experience the opportunity to experience good health as well as wellbeing. The people of Western Australia should have the opportunity to experience good health outcomes, hence, the need to design and provide an effective culturally appropriate health promotion interventions ( Purcell, O’Rourke, & Rivis, 2015) . Healthway offer funding for a wide range of initiatives that aim to improve health and mental wellbeing of the people of Western Australia. The activities cover mentoring program for school children, projects to enhance physical activities, employment and capacity, building initiatives, coupled with efforts to deal with devastating effects of domestic violence. As such, the health and wellness promotion project acknowledges the communities and people of Western Australia because of their rich culture that pays respect for the immediate past and present community cultures. Also, the organization acknowledges the people of Western Australia and values the ongoing contribution of the people and communities to their life and how it enriches them. Also, the health wellness and promotion project embraces the spirit of reconciliation and work towards promoting equality as well as ensuring an equal voice.

In an article by Purce (2015), the author addresses the social determinants and the inequities in cigarette smoking among the aboriginal people in Victoria. The Fair Foundations developed a framework that acts as a planning tool intended to inform equity-focused health promotion policy as well as practice to the Aboriginal people of Victoria, Australia. The author provides evidence reviews that have been commissioned to provide support to the application of the framework about a healthy lifestyle, cigarette smoking, alcohol, physical activity, as well as mental wellbeing. The main aim of the report is to explore tobacco use and how to promote health and wellness among the Victorian people in Australia (Purce (2015). The framework is developed by the health and wellness program coupled with an approach developed by the WHO commission that focuses on social determinants of health. Thus, the social determinants of health are considered as social conditions where individuals are raised. These comprise certain circumstances that are defined by the distribution of power, as well as resources at the global, national, as well as local levels. As such, the determinants of health are deemed to be responsible for the health inequalities experienced by the Victorian people. Also, these are considered as unfair differences in the health status that are evident between nations. Hence, the social causes of the health inequalities are the conditions as well as a social process that distribute them equally in mainstream society. 

The author suggests that cigarette smoking is a preventable cause of death as well as diseases among the people of Victoria. The author stresses that tobacco smoking claims over 4000 lives and about $ 5 billion annually (Purce, 2015). Hence there is considerable progress that has been made towards reducing tobacco smoking among the Aboriginal people of Victoria over the past 40 years. Also, the prevalence of regular smoking on a daily or weekly basis among the population in Victoria has reduced from 21% in 1998 to about 14% in 2011 (Purce, 2015). There has been less successful in minimizing socioeconomic inequalities in cigarette smoking among the aboriginal people of Victoria. 

Fisher et al., (2016) mentions other high-risk behaviors coupled with the prevalence of tobacco smoking and related diseases, which is considered to be significantly higher among the disadvantaged population in Victoria. These comprise of low socio-economic groups, the Aboriginal people, as well as people with mental illness. Other groups include the prisoners as well as homeless people. Also, the other marker of inequality in Victoria is a clear social gradient for cigarette smoking and related diseases where the smoking rates among the Victorian people is lower, especially in the most disadvantaged quartile compared to the second quartile. Also, the data shows that there is an increase regarding each quartile of disadvantage. As such, there exists a clear evidence that there a social gradient for cigarette smoking as well as related illnesses in Victoria. Hence, there is a little evidence concerning what works in minimizing tobacco use, with less evidence base to increase over the past ten years. 

In conclusion, the health and wellness organization has developed a framework as a tool to confirm and also to offer guidance and efforts to improve health and wellness among the Victorian people. Also, the framework that has been developed by the health and wellness project has identified various layers to enhance and influence the entry points for the actions that are related to the social determinants associated with health inequalities. The three layers include socio-economic, social, as well as cultural context. Also, these include daily living conditions, as well as individual related health knowledge as well as attitudes and behaviors. As such, the report aims to offer the existing evidence concerning the social determinants as well as inequities in tobacco smoking and cigarette-related outcomes. Also, the report highlights the approaches that are intended to enhance the inequitable reduction of cigarette smoking among the Aboriginal people in Victoria. Also, the health and wellness promotion project is intended to offer practical as well as evidence recommendations to enhance equity about cigarette smoking among Victorians across Australia. Specifically, the projects aim to synthesize the current and international evidence that are used to describe the social determinants of inequalities about cigarette smoking among the Victorian people to promote a healthy society by 2020.
