In the event of choosing a grant funding programs, there are various factors that should be considered to ensure effectiveness as well as a benefit to the recipients. For improving the health care of individuals suffering from specific ailments established through the testing of eligibility based on income levels, the most effective type of grant for such a program would be categorical. This is because particular purposes and usage for an explicitly established and stipulated objective are why there is the issuing of categorical grants. A project grant would best fit the purpose of improving health care among individuals suffering from specific ailments since such funds are provided based on the needs of such people (The United States, 1978). This means that the neediest would be considered first, which is an effective way of providing funds under the project grant, a sub category of categorical grants.

Unlike, block grants, categorical grants cannot be misappropriated or used ineffectively because they are provided with strict conditions upon which they can be used. This means that if the funds are provided for aiding in the provision of quality health care for needy individuals with specific ailments, that is the only thing they will do, thus a better choice in this case. Block grants would have seen the provision of funds for healthcare aid without specifications on the recipients; thus it would be used on a larger number of people, some of who may not necessarily need the funds. For instance, if a block grant was to be applied in Medicaid there would be cuts made concerning the services in health care provided to the people who need it most, which in this case are the minorities (Mahan, 2016). Therefore, a categorical grant would ensure that minorities with specific ailments receive adequate and the much needed health care to improve their health status as well as livelihood.
