Ideally, planning for a sustained presence in deep space working and living in space needs accepting the risk. In simple terms, the journey is worth taking a life risk. The first step is to understand the challenges of getting a life on space. Therefore, I would first send the probes and robotic rovers such as Curiosity which will be sending landers to help gather more about the space before human being landing. 

After gathering sufficient knowledge through robots and probes, it would be the time to take the actual or real models. Since it is a “test” involving human life, I would first use animals which share human survival features as models for extraterrestrial settlement. This would follow a team of astronauts from NASA who would land and begin constructing the permanent human colony. This is because for a human being to survive, they will need life support cabins or domes. Further, due to lack of atmospheric pressure, the radiation level is high and temperatures vary wildly. Thus, the domes will be built with several meters of soil to minimize radiation. However, considering the current cost of sending a person to a space such as Mars is $10 billion, this plan would require a huge amount of funds (Elon Musk, Space X founder). Therefore, the target community for the first extraterrestrial settle would the wealthy classy individuals who are interested in exploring the diversity of nature.

The core value of this development would be to inspire the generations and to believe that all things can be achieved and they are possible. Further, this will accelerate the human understanding of the origin of life and formation of the solar system. The rewards for the major contributors to this development, in space I would suggest recognition and appreciated as a reward. Also, where two or more individuals mingle, disputes and conflicts are normal and part of life. The effective way of solving disputes is through mediation to achieve a win-win situation. 

On the other hand, living in a space requires a deep knowledge of aeronautics. Therefore, it would reasonable to offer space and aeronautics type of education such as how to work in a zero gravity environment, how to operate a rocket among others things. Currently, the most serious problem in modern society and I would suggest to be avoided is a severe disease such as cancer. With this, living in space there is a high risk of being affected by Cancer due to a lowered immune system and high radiation levels.
