The Author of this article articulates issues facing Florida criminal justice budget. For the past years, the budget has been under several revisions to amend the recurring changes. The administration has failed in terms of approximation and the use of the budget, there is no clear accountability and transparency as the author negates. The issues experienced in the Florida budget ranges from prison system to the courts system. The Author narrates how the budget is not equal to other budgets in other states. The issues have been consistent and it is the time to review and evaluate the issues facing Florida budget system. The budget has been discriminative and always centered on the healthcare and environmental systems only and neglecting the criminal justice, especially the prison system. 

There are issues associated with the prison system that demands for a more amended and approved budget to help curb the insecurity as the main issue in the prison. The author articulates the plight of inmates as a horrible situation; there have been reports on the rising number of deaths among the inmates. Also the inmates complain of being harassed by the prison guards; the article is directed to the department of law enforcement. The budgetary allocation for the prison system has been neglected such that environment in the prison continues to deteriorate. It is important to note that the Florida criminal justice budget is allocated the highest amount because it is the largest department of correction. The senate budget chiefs for criminal justice issues stated that the department should focus on fairing the budget deal and amend the issues that have been reported from the highest department of correction. The senate budget chief also pointed out that the increase in the budget is a result of the demand to renovate and improve the condition of the prison system. It was reported that the system caused an increase of $42 billion for the year 2015 and this was intended to improve the condition and to renew the structures of the department (Cordner, 2015).

The abusive culture of prison wards has been associated with the previous step to employ more staff to minimize the rate of understaffing that was affecting the correction department. With the new department of correction secretary, the prison system will undergo some reformation and will focus on improving the inmate health as well as the level of security in terms of caring as well as health concern. The article continues to express the situation the prison back when there was no reform and present when there is a reform system. Trying to compare the two environments, we can conclude that there has been improvement and the government is focused on more budgetary allocation so as to improve the department. Jones, who is the new secretary, is optimistic about the new budget that will change the environment of correction facility; she is enthusiastic and she gives gratitude to the government for hearing the cry of the inmates. She believes that there will be more changes that will change the perception of people regarding the department of correction in Florida. 

The article revolves around a debate on how to improve the condition of Florida correction department; it has been debated that the department should be funded following the recent statistics that it is the highest correction facility with poor maintenance and poor performance as well. The department has been neglected and people do not wish to be placed in the facility due to the issues that affect its reputation. The budgetary allocation on the other hand tries to strike a balance on how to improve the condition while also focusing on other department around Florida. It is upon the government to foresee the issues that arise in any law enforcement department, the financial control lies on the hand of the government, the budget allocation focuses on improving the conditions as well as motivating the staff who work in every department. The debate on budget allocation lies on the state and how the money will be distributed among the entire state departments. Therefore there is competition in terms of which department should get enough funds as well as which department should be considered the most needy in terms of funds. Looking at the Florida state, we can conclude that the governance in this state has been poor; this is because some departments have been neglected, and it also depends on the head of every department and their ability to advocate for appropriate allocation of finance (Welsh & Harris, 2016) . 

The author has expressed the plight of Florida criminal justice, the article highlights some of the factors that have contributed to the poor performance as lack of funding from the government, lack of appropriate leadership structures, lack of appropriate strategies on how to use the allocated funds and also lack of appropriate correction system that has resulted to mistreatment of inmates. The author directs the blame to the government of the United States in neglecting some states which has contributed to a bad reputation on some correction facilities. It is with great hope that the budgetary allocation under the new governance that Florida will experience a revival and the system will be back as it was years back. From the article, we can conclude that there is hope for a revival of the old Florida department of correction; it is up to the new governance to use the allocated resources appropriately. It is also recommended that the new governance practice transparency and accountability so as to minimize resource overuse.
