Program evaluation is defined as the methodical system of gathering, scrutinizing and utility of information with the niche of giving response on a project, regulations and policies and strategy more so involving their potency and efficiency (Cowan & George, 2013) . It seeks to give the answers to the questions on whether the program is benefitting the targeted population. This research aims at designing a program evaluation strategy to analyze the effectiveness of using awareness to the vulnerable groups through formulation of media information campaign, community based activities and collection of slavery data. 

In this particular proposal, formative program evaluation will be utilized in formulation of procedures in the effort of alleviating modern slavery on vulnerable groups. Formative program is a framework that achieves the goal of social evaluation by determining the importance of a program during the staring stage of a program. Cowan & George state that this kind of assessment makes sure that most of the probabilities of efficient interventions are exhausted by the stakeholders of the program and improvement of the program (2013). Formative evaluation is an important tool for the managers of the social program in decision making on the effectiveness of the project.

Formative evaluation is useful to this proposal in that, for this research, it is aimed at finding ways in which development of media campaign in terms of awareness, community based activities and data on slavery can be implemented of the target population. This evaluation will equip the team with the correct procedural framework of planning of the initial stages for effective interventions towards alleviating modern day slavery especially on children and women. It will guide on the probabilities that will be encountered on the ground and thus help in proper decision making. 

A pretest posttest design is an experiment that involves taking data and measuring a population of research before the intervention procedure and after the intervention which means that the managers of the intervention program are able to study the effects of the intervention to the group. As a quantitative research framework, it functions as a true experiment that involves randomization, control sample and thus efficiency in validity. A pretest is carried out on the research population prior to administering the intervention program. In this case, data will be collected on the sample population before intervening on modern day slavery by means such as media campaign awareness and community based organization activities. The post test is carried out after implementing the slavery intervention which will help determine the progress and viability of the intervention procedures. (Christensen, Johnson, Turner & Christensen, 2011) 

In this research, the pretest-posttest research design will include a control group that will be used as a benchmark to measure the extent of impact. Since modern slavery cannot be alleviated once and for all in all parts of the world in one instance, the selected population will serve as the sample that gets the program interventions while instances in other parts of the world which do not have interventions similar to this proposal will serve as the control. According to Christensen et al, this design serves as one of the most suitable and practical assessment of the extent to which interventions cause change to a population with random group, a control group and the one that gets administered the intervention plan (2011). 

The advantages of this design is that change and impact can be determined on the sample population to know whether the intervention program is working or not. There exists an amount of trust that if any change occurs between the control group and intervention one, it will be due to factors involving the intervention program and no others. 

Reliable and viable data is needed for any research to be successful in its intervention program planning. The tests are tools that are used in measurement and therefore helps the researcher collect data as well as evaluate the data (Garg & Kothari, 2014) . The data collection plan for this research involves both primary and secondary forms of collecting data. The primary methods will be engaged in using questionnaires or schedules, interviewing those affected by modern slavery, discussions with contact group, and observation of the group. old data will also be used that involves taking of information from the secondary sources such as bureau data on modern slavery, newspaper reports, books, journals and the internet whose utility must be verified by the intervention program. 

The sampling technique involved is non probability specifically convenience and purposive sampling. Using Garg & Kothari argument, The reason for the selection of these techniques is due to the facts that the desired intervention are meant for a very specific group that is hardly noticed and the activities of modern day slavery don’t happen in broad day light (2014). There are known places where the sex trafficking happen thus the selection of convenience sampling. Furthermore, the research purposely wants to intervene directly to the sample population hence the utility of purposive sampling since the population is already known. 

Validity and reliability of this research is enhanced by the fact that there exists a control group that will help gauge the truthfulness of the data and the intervention programs from an external point of view. The fact that various data collection methods are used gives accuracy on information acquired thus one point of view is excluded but pure data is maintained thus higher reliability on the research proposal,
