The same document has proof that there is local migration from the local to urban areas. People moved to urban areas to look for employment. A large percentage of factories and business near the urban center made people relocate to urban areas.
On the other hand, the increased number of factories and business were seeking to hire more people. The increase in the country's population and technological changes also led to the rise in cities' population. Urbanization is an economic effect.
