County governments are among the administrative structures in the United States. They tend to serve a significantly large area of jurisdictions compared to towns and cities. They are, however, relatively smaller than the states. The county governments are developed by state governments and operate under the guidelines provided by the constitution in individual states. They can be referred to as state administrative structures. 

Hamilton County is one of the county governments in the United States. Hamilton County serves the entire Hamilton country through elected officials who administer and enforce various state laws. Country governments are in charge of tax collection, property assessment, facilitating public documentation and issuing licenses (Stiebold, 2019) . There are various daily functions of Hamilton County. One of the essential functions concerns controls of environmental pollution. Pollution has become a major problem not only in Hamilton but also in the entire United States and in the world. As the rate of garbage and the need for solid disposal increases, Hamilton County is involved in daily functions in ensuring that there are well-defined and clear waste disposal strategies through the improvement of water and air quality. The other daily function of Hamilton county governments is the management of property and buildings inspection. Every day, there are new buildings and structures coming up in Hamilton. The Hamilton county government ensures that the inspection of these buildings is comprehensive.

Hamilton County government is also involved in daily healthcare operations such as dealing with drug and alcohol addiction. Drug addiction and mental retardation are some of the challenges facing a significantly high number of people in Hamilton County. Hamilton country is engaged in daily plans in ensuring that they deal with the high rates of drug and alcohol addiction through rehabilitation programs. The other daily function of Hamilton County concerns hospitalization levies. Every day, many healthcare facilities in Hamilton County receive a significantly high number of patients. The county government is involved in hospitalization levy and hospital commissions’ facilitation. The collection of taxes is another daily function of Hamilton County. The county government is involved in the collection of a wide range of taxes within the county (Stiebold, 2019) . The Hamilton county government also provides essential services every day, such as parts, sewers, libraries, and other forms of emergency management in healthcare. 

Hamilton county operates under three categories of administrators; the board of community commissioners, the independent board commissions and the elected officials. Each of the three officials has unique roles. The board of county commissioner is concerned with economic development initiatives in the community, management of solid waste, general environmental management and conservation. The board county commissioner also carries out tax budgeting and enhances public safety through service homeland security (Liou & Feldheim, 2018) . Other essential job functions of the board county commissioner include public works such as sewer and water management, recreation activities such as operation and financing stadium operations and other social services such as family services. 

On the other hand, the independent board's commissions are entrusted with election-related activities and also serve as library trustees. In healthcare, this commission helps to deal with drug and alcohol addiction among the Hamilton population while keeping a check on mental retardation and checking healthcare facility levies. In recreation, this commission is involved in various cultural activities such as museum levies. The other elected officials have well-defined jobs such as revenue certification, keeping judicial records. These officials also investigate and maintain records of deaths and injuries resulting from criminal acts and accidents. 

Accountability is one of the aspects of good governance. Democratic accountability, on the one hand, enhances power-sharing as well as checking the utilization of public resources. Democratic accountability helps to lower the risks associated with corruptive practices and power abuse. There are several differences between democratic and administrative accountability. During conflict situations, democratic accountability helps to fulfill basic human rights as well as strengthening the management of public affairs and state institutions (Liou & Feldheim, 2018) . Democratic accountability outlines the relationship between people, state institutions and many people in the private sector who are affected by state decisions. Public officials have an obligation to justify their actions and decision. Democratic accountability requires that the citizens have access to information as well as getting explanations and checking on the responsibilities of public officials. To achieve democratic accountability, there is a need for the provision of space in citizen consultations and participation and pluralistic media with effective oversight structures. 

On the other hand, administrative accountability has unique features that differentiate it from democratic accountability. Administrative accountability encompasses the evolution of appointed career officials and employees regarding their actions outside their authority bonds (Olsen, 2017) . The traditional concept of administrative accountability focused on faithful compliance and regular fiscal transactions. Administrative accountability enhances efficiency in the utilization of public resources, property and other essential resources such as manpower. It pays close attention to the success of government operations while emphasizing the methods and procedures of operations. Within the public sector, there are various forms of accountability. The promotion of administrative accountability is executed through imposing external controls and other self-regulating values.
