This case involves a medical practitioner who distributed controlled drugs to patients without an effective prescription (Justice.gov, 2020). The doctor involved in this illegal act is called Dr. Robin Ann Cox. The doctor was employed at the Arkansas Medical Clinic, where the owner of the facility telephoned the DEA to report fraudulent activities taking place in the Clinic. The prescription for the patients was not accurate and was written at the parking lot of a restaurant instead of being written at the clinic.

The Exclusion Statute stipulates that the Department of Health and Human Services to exclude health practitioners as well as suppliers who have been found guilty of certain crimes from participating in health programs (Oig.hhs.gov, 2020). Programs like Medicaid, Veterans, Health Administration, Medicare, and TRICARE will not be permitted to pay or services provided by convicted health practitioners. Crimes un der the Exclusion Statute include Medicare fraud and abuse or neglect of a patient. Also, the medical practitioner would have committed crimes such as financial misconduct or unlawful production, prescription, and distribution of controlled substances.
