Universal health care has a number of policies that surround how it is to be implemented, and the results that are to be achieved out of it. The policies provide a clear framework for the undertaking of the universal health care policy in various health institutions. One of the policy issues involves the people that need to be covered by universal health care (Glassman, Giedion & Smith, 2017). The policy outlines that universal health care as a form of policy meant to benefit all the people without any form of discrimination. All members of the public are eligible for cover under universal health care, and this is meant to improve the general health of the people. Another important policy issue is the implementation of the health policy or the manner in which it is to be rolled out. There have been various proposals in regard to the implementation of the policies to ensure it meets the objectives it was meant to achieve. The implementation process will be done in all the health institutions through the partnership of the government and the health institutions. It requires a proper framework to be in place, and this can only be possible if there is cooperation between the government and the health institutions. 

The health institutions will ensure that they align their work and programs to blend with the proposal made by the universal health care policy, and this is set to ensure that the implementation of the policy is carried out effectively. The government needs to set up a body that will be charged with the process of overseeing the implementation of the health care policy and the formulation of an appropriate framework. The body will oversee all the health institutions in the process of implementing the policy. Another vital issue to be covered in the policy for universal health care is the integration of the new policy to the existing health policies that most of the people have been using (Langlois, Straus, Antony, King & Tricco, 2019). In order to ensure the health policy does not interfere with health services delivery due to the disruption of the health policy that was in place, the new policy proposes the undertaking of both policies together for the time being.

The concept is meant to make sure that people do not miss essential health services as the process of implementation is going on. It also ensures that health institutions find an appropriate framework for integrating the policies. The policy issue is related to policymaking from different perspectives due to the fact that it affects the social fabric of the country. The fact that it allows for all people to be covered means that the society is able to be covered in regards to their health, and this promotes the social well-being of the people (Mathauer, Dale & Meessen, 2017). Future policy-making in relation to the country's economy is also attached to some way to the policy issue identified. The government will make economic policies based on the overall or general health of the people. Thus the universal health care policy will provide a sound basis for the formulation of these policies. The same is also witnessed in the cultural aspect of the country. The country has several cultural practices that have to be considered in the formulation of health policies. The culture that the people have will determine to a great extent how the policy will look like and how the implementation will be carried out. 

Indeed, no policy stands alone. Policies depend on other policies that already exist. They may also depend on new policies acting on previous polices in order to eliminate policy hindrances to their implementation. The health care policy bring new development in American healthcare sector, however, it had to has to accommodate other existing policies before introducing new concepts. It also has to take into account existing social and cultural concepts among others.
