Part 1 

One of the greatest challenges facing most world economies today is finding good strategies that promote public health. I find interventions and strategies discussed by Santora (2017) and Grynbaum (2014) so effective when it comes to the promotion of public health. Introducing bans on foods that are linked to obesity is a move which protects the whole public against unhealthy lifestyles. Furthermore, having leaders take immediate actions to combat diseases builds the morale of citizens. It shows the government’s commitment to ensuring a healthy environment for the public.

While the government has a responsibility to provide a safe public health, we cannot overlook personal choices. The difference in such policies is that they go against personal choices and inclinations. Personal choices may hamper public health while the government does everything possible to protect the public against harmful health issues. A recent study just found out that E-cigarettes are an effective way to make smokers quite (Hoffman, 2019). Using E-Cigarettes prevents people from smoking cigarettes and thus protect them against the effects of smoking. This qualifies as an example of primary prevention. If implemented in places where research has shown high prevalence, it qualifies to be secondary prevention.

Part 2 

One of the legislative issues is opposing the institution of untargeted Medicare home health prior authorization ( National Association for Home Care & Hospice, 2016) . This proposal institutes barriers to homecare and hospice services by encouraging program abuse thus its ineffectiveness. However, prior authorization will reduce fraud and abuse of Medicare home health services and improve service delivery. Thus, everyone will be able to get access to Medicare without any limitations caused by other people.

In order to finance theses services, the government has taken a lead role in dishing out $75 million in support of the program for ten years. This is aimed at helping in reducing the costs involved in Medicare. Therefore, the government is the main financer of these programs.
