Do you think that the problem can be addressed by changing the regulation, or would you agree with Senators Manchin and Capito that a new statute is needed? What's the difference between a statute and a regulation? 

Statutes  are  decrees  enacted by the legislature and are likewise known as Acts. The legislature develops a new law or amends a present one. On the other hand, regulations  are the guidelines that address the particulars and practical applications of the decree. The power to make  rules  linked to an Act  is  allocated within the act. I agree with senators that changing the statute is the best option as it safeguards people ailing from substance abuse by protecting their data. The proposed bill necessitates confirmatory, written approval from patients to access and share the medical histories. The opt-out clause gives patients the privilege of rescinding the agreement if they choose to seek other alternatives in future.

If you are a therapist who treats patients with substance use problems, what ethical concerns might you have about allowing this data to be shared without a patient's authorization?  Would your concerns increase if minors who are substance abusers are involved?  

There are numerous unethical concerns about the dissemination of data regarding substance abuse patients. Privacy is vital to minors who seek health care due to substance abuse. Regarding the involvement of a minor, my concerns would increase as a patient's  health  information  being relayed or shared  without  the  patient's knowledge may threaten the autonomy. The minor  patient is likely to  hide data attributed to a lack of confidence in the system's safety or individuals who possess the data. As a consequence, their treatment  may  be compromised. Moreover, a minor is likely to contemplate undertaking dangerous undertakings that may consequently lead to death. 

If you wanted to voice your opinion on the proposed bill, how would you do that? 

I consider my voice and sentiments to be powerful. My member of the Congress is chosen to represent my concerns. Based on the bill regarding substance abuse, staying in touch is the only method to assure that my sentiments are acknowledged and my voice is heard on the subsequent bill regarding substance abuse. I would use emails as they are the fastest mode of communication. This would be achieved through sending a short and informative personalized message as it has a significant impact. The next method would involve issuing a speaking invitation. I considered this a great method of initiating a discussion on unethical sharing of patient’s records suffering from substance abuse.
