The selected issue affecting hospice and healthcare homes is the need for reforms in these sections to provide adequate services to the affected patients. As indicated by the PPACA (Patient Protection and Affordable Care Act), the operation of home care and hospice institutions face the issue of poor reforms which are affecting their effective service delivery in the healthcare sector (NAHC, 2019) . The issue is a substantial barrier in some ways. One, patients incur a higher cost of medical care due to lack of proper medical coverage. It mostly proves costly to individuals who continue to suffer from a chronic illness which forces a person to visit hospitals quite frequently. Lack of reforms as an issue is also a barrier to hospice and home care services as the health sector continues to pay more attention to the institutional care and inpatient services. Such development results in little attention being paid to the commuting setting, where hospice and home care services are based. It also means that lack of reforms makes it challenging to overcome the old structure of Medicare benefits which are not utilized to maximum capacity. 

The selected legislative policy, the PPACA, proves a fundamental solution and illustrate a new direction in creating a feasible model that will overcome all the current shortcomings in health care delivery. PPACA stands to improve hospice and home care services by introducing fundamentals reforms. Examples of such reforms include Medicare payment changes, health insurance, and Medicaid eligibility. The likely implication of such reforms is the introduction of a new perspective on how patients will receive quality health services that they need. Therefore, the full incorporation of the PPACA policy would be a gain for hospice and home care services as it will encourage the use of community setting in the provision of proper medical interventions for patients (Almgren, 2017, p. 170) . It also provides an introduction of demand for hospice and home care services as these facilities can cater for demonstration projects such as “Community Care Management.”

The implementation of this legislative priority requires a proper application of sound strategy and financial resources. For instance, the implementation of pilot programs such as “Community Care Management” and “Accountable Care Organizations” will require the use of financial backing for its implementation and evaluation of the likely impacts. The government will primarily finance these reforms through a congressional committee that deal with monitoring and suggesting improvements in the health care sectors (Deveau, 2011, p. 659) . The committee will directly channel these resources to CMS (Center for Medicare…) and often review the stages and impact of PPACA reforms on hospice and home care services.
