Being the left owner of the island close to Florida, I will start by establishing a democratic local government. The type of government that I will make will be a county government with structure akin to those of the national one. This type of government is the best because it will enable residents of this island to enjoy services similar to the ones received by other citizens under the national government (Bowman & Kearney, 2017). I will act as the governor of this county government. It will have all the three arms similar to those of the national government. It will have the legislature and the judiciary in addition to the executive arm. With all these arms functional, the community members will get all the services they need from a responsible government.
The aim of this government will always be to improve the livelihood of members of the community in this island. County governments have proved to be effective systems of administration in many places across the world (Almond & Verba, 2015). The advantage of county government system is that it is in close contact with the population and delivers services direly needed by the citizens (Hague, Harrop & McCormick, 2016). In this case, there will be public for a where the community members will give their views regarding the most needed services and the way s in which the government can improve its leadership in service delivery. These views will seriously be heeded and implemented in continuous quality improvement of the services to citizens.

The form of that government (e.g., township, municipal charter)
The form of this government will be municipality. It will be governed by municipal charter laws. Municipal charters are quite effective in terms of their structures of service delivery. It is important to note that a municipal charter is a legal document that establishes a municipality (Bowman & Kearney, 2017). It provides the rules of engagement among the various administrative units and the tenets for governing members of the community. It what gives the community members rights to the privileges of the county. This municipal charter will enable me to directly protect the members of the community in this island. I believe that this arrangement will have all members of the community access all privileges offered in the county. There will not be any high or low class group in the county. All members of the community will be treated as equal citizens in the county and with leveled rights and privileges.
The management system (e.g., commission, mayor, council)
The management system in this county will be led by a governor. The governor will have the right of appointing a council of secretaries leading various departments of services to the members of the community. The governor will be the overall manager of the daily activities in the county. The various department secretaries will act as ministers who will be in charge of the specific lines of services for the citizens. There will a security and defense department. I will also create an external relations department. There will be a department associated with health and medical services issues in the island. I will create a department for the finance management among others. All these department secretaries will oversee implementation of my policies and those of theirs as long as they are geared towards the betterment of the lives of citizens. Furthermore, the secretaries will constitute a council that I will head. This council will be in charge of the collective decision making process in the island. The council will be the organ for passing resolutions through voting. Any resolution adopted by this council through voting will then proceed to the line department for purpose of implementation. In ensuring that the affairs of the island are smoothly run, my proposals for the development of the community will not be subjected to a vote. As a leader of the whole island, I will have the privilege of directing the departments to performing and implementing various proposals.
How leadership positions would be instated (e.g., appointment, election)
My vision is to create a system of government that is democratic. For this first term of developing organs of administration and governance, I will appoint interim leaders into all positions. Furthermore, I will instruct various experts in the island to draft a charter of laws, which will guide the whole community during this transition period. Some of the important positions will include the overall lead judge in charge of the judiciary. I will also appoint a speaker of the representatives’ house. The various villages in the island will then suggest names of interim representatives to fill positions in the legislative house. I will also appoint all the department secretaries and the deputy governor. I will appoint the commissioner in charge of the law enforcement force in the island.
However, all these appointees will serve for a period of five years as the community prepares for comprehensive elections in the end of the 5th year. The legislative house will be tasked with the role of passing relevant laws to guide the election. At the end of the five years, community members will take up the role of electing leaders to fill many of the governance positions. They will elect the governor. The community members will also be in charge of electing their representatives into the legislature. Moreover, they will elect the deputy governor. The lead judge will be appointed by a commission of judges, which will be formed by the legislature. The new governor and deputy governor will constitute their council of secretaries.
The type of law enforcement and judicial system you would put into place
The type of law to be put into place will be a codified constitution. The judiciary will be headed by a lead judge and it will be comprised of the high court, appellate court and the Supreme Court. Law enforcement will be done by the police officers and army soldiers.
Your rehabilitation system for any criminal offender
Criminals and law offenders will be incarcerated in prisons and undergo rehabilitation (Cole, Smith & DeJong, 2015). Each prison center will have rehabilitation experts for this work of helping people reform their behaviors.
