The federal government has always made mandates that are to be followed by the State or other local governing powers. This situation is rarely accomplished as state controls at times do not assume the implementation role, especially if the rule made seems not to be in line with their agenda (Benz & Sonnicksen, 2017). Therefore, in cases where there could be coercion from the federal government, the residents of the State could revolt, resulting in political unrest (Einstein & Glick, 2017). The government has been mandated to protect the rights of its citizens by all means through adhering to the constitution, which is the supreme law of the land. However, this responsibility has not always been forthcoming as there have been many cases where the police have undermined the rights of the citizens or witnessed acts of injustice against residents but end up adopting inconsequential interventions.

During protests and other peaceful demonstrations in North Carolina against Trump's directives, the police have at times been seen brutality beating up and using excessive force to control the protesters, and taking the opportunity to identify any immigrant among the Protesters to make arrests and immediate deportation (McEnally, 2018). This directive is not only against the constitutional rights of the citizens but also an infringement of their human rights.
The President, who has delegated matters immigration to the newly appointed director of the United States Citizenship and Immigration Services (USCIS), has changed the agency's mission statement scraping out the "nation of immigrants" part (McEnally, 2018). The state government of North Carolina has not chosen to take the directive with the same seriousness that the President has (Safir, 2019). The reasons for the failure to implement the mandate could be due to the cheap or rather affordable labor offered by many of the immigrants hence boosting the growth of the economy of the State of Northern Carolina since the citizens can thoroughly conduct their economic activities with the available labor.

However, the implementation of the directive has not been funded, as the President expects it to be executed by the laid down and immigration institutions such as the USCIS which he recently streamlined.
Selective or minimal implementation on the part of the state government of Northern Carolina can be viewed as disrespect of the presidential authority. The Supreme Court could hold the specific officials mandated with the implementation of the blocked entry directive accountable if they fail to act as per the given orders by the President (Safir, 2019). Failure to implement the mandates given by the court is disrespect not only to the courts of law but also to the constitution and the citizens at large (Wong, 2015). The government should act in a fair manner, to ensure that there is peaceful, accountable, and responsible governing even in the directives given. This conduct is the best gift a government could offer to its voters.

This situation is evident in the many cases of harassment of immigrants by state officers, which has been severally reported. The later should be trained to handle their emotions in a composed manner to avoid being led to anger, especially during critical situations such as arrest for deportation (McEnally, 2018). They should also be made aware that however much the State may be protecting them and allowing them to go scot-free with such hideous acts, the people are very much aware of their misconduct. This decision is a clear depiction of their want for the Federal government to fulfill the legal mandate of ensuring that all citizens including their children born in America are protected which is also in accordance to the children's Rights Act.

The government's advisers should direct it to better strategies such as dialogue involving all stakeholders and most of all, implementation of the legal mandate of solely protecting the citizens from internal and external harm.
Most officers in charge have denied claims that there are still illegal immigrants entering North Carolina and some who never left. Denial is also a strategy that buries the issue only for it to explode later with an even more significant and destructive impact. The State might face dire consequences once the President finds out that the directive was not fully implemented (Benz & Sonnicksen, 2017). It is thus paramount that the Northern Carolina state government wakes up from slumber and issues the 'notice to appear' paper to all the existing illegal immigrants before deportation.
The government has put in strict measures to counter acts of terrorism, and terrorists are treated as the enemy of the country that they are. It has even been stated clearly that the country cannot negotiate with terrorists or any other enemy of the State. This is because the action would put the citizens at risk of terror attacks which have in the past caused loss of many lives.
This is the same manner of seriousness that should be seen in the execution of the directive to restrict illegal entry into the State of Northern Carolina, to ensure that due process is followed before settling in the State by the foreigners. In countries where such mandates are treated with urgency for implementation, there are no issues of unrest and tussle between the government and its people (Wong, 2015). This has not been the case in Northern Carolina, as some of the residents in support of President Trump's directive are not happy with the state officials for not implementing the federal government's mandate.
The State should follow every mandate either from the supreme or federal government without question or delay, especially when there are funds involved. The failure of the state governorship is extended to the federal government, which is thus made to carry the cross. This should be enough motivation for the federal government to put measures in place to ensure that not a single state takes the mandates for granted or delays executing it, as usually said that justice delayed is justice denied. The federal government could reshuffle the state officers and leadership if they prove to be impotent in terms of service delivery. Keeping the state governments in check is the only way to effective governance.
