The effectiveness and success of any activity rely entirely on the ability to make proper plans and evaluate critical decisions even in difficult circumstances. Effective mitigation plans are vital in emergency management since the plans guide responders on methods to use when responding to an emergency or distress of any kind (Goss 2017). Depending on the complexity level of the emergency, different methods apply to different areas as well as prior knowledge in the form of education or vocational training. From the conducted research, it is evident that revising the zoning laws would complement quick responses efforts since the responders would be having prior knowledge of the area they are going. Effectiveness in planning for various activities date back in the bible where the scripture views planning as a team effort and plans are viable only when many people are consulted to offer their views regarding the matter at hand. King Solomon in the book of proverbs alludes that plans fail due to lack of counsel from a variety of people with different perspectives. Having proper training and technical know-how on the relevant field of specialization promotes proper planning in case of a disaster. The mitigation activities a disaster team undertakes in a given situation is fully governed on its level of competence and professionalism that the team commands. This professionalism is dictated by the experience levels amongst the members of the response team, which could be instilled through simulation training, team building activities, benchmarking, rewards and assessment of individual efforts (Jacobsson & Hällgren 2016). The level of formal training among the members of response teams determine whether some mitigation strategies will be practical or not. This could be validated through mailing questionnaires to emergence response agencies and evaluating their responses on whether the amount of formal education affects mitigation strategies. This, however, is not effective since the questionnaires may fail to return, hence it is advisable to administer the questionnaires directly to them. According to the bible in the book of proverbs, strategic planning is the key to warfare and for any plans to succeed we should involve God through our plans. All emergency managers should take ample time to plan ahead of any activity if we are to realize any success.
