The study involves determination of the need for building up an elementary school in Virginia that has a total population of 2000. The target population in the study would be 18 years and above. This would mean that the qualifying population for the study would be 1500 since the rest of the population is aged between 1 and 17years excluded from the study. It is important to obtain a reliable and stable study population to obtain viable information for decision making. A sample is a representation of the entire population used to carry out a survey or study to determine the opinion of the population. Sampling methods include, simple random sampling, stratified or multi-stratified sampling. This is done to reduce the bulk and cost of study of involving the entire population. This is also essential in ensuring that those involved in the study are important in ensuring the study question is addressed and the method of study is acceptable to the entire sample.
The stratified random sampling method would best suit to get a representation of 500 people from the population of 1500. Therefore, from each age category to ensure fair representation of each age group in the three strata’s, I will get 167 people representing each group. The strata’s will be based on the age 18 – 44years, 45 – 65 years and 66 years and above.

The study population will be interviewed to collect data based on the chosen method of data collection. The analysis of the findings will be helpful in determining what the community wants to help arrive at an unbiased decision. Confidentiality of the responses is important for the reliability and validity of the study and thus every participant opinion counts.
