Dr. Sebastian Hurst is arrested after attacking agent David Rossi with a scalpel. Agent Rossi has visited the coroner at his home to seek assistance in solving the serial killings that have been happening in Baltimore city. This attack grants Rossi probable cause, and he believes that if he searches through Hurst’s house, he will find the evidence he needs to connect the suspect to the recent serial killings in Baltimore City (McCormick, Davis & Barbour, 2020). Consequently, Dr. Sebastian Hurst is charged with the murder of three young men, the attempted murder of Dr. Lloyd Jewell, the county coroner, and the attack on Agent Rossi. The suspect killed his victims by drugging them, which results in asphyxiation. He then proceeded to cut the skin from their chest and kept the skin in an attempt to replace his disfigured. The arresting officer in the case was David Rossi, an FBI agent. Some fundamental components necessary for the arrest report are missing. One element is the suspect physical address. The suspect's address is critical in identifying the exact location of the crime scene or the arrest (Sacramento State Police Department, 2014). Another essential element that is missing from the report is the date and time of the arrest. The date and time of the arrest is a critical component needed to place the suspect in the location of the arrest.
