During his TED talk presentation, Jonathan Marks explored how the government has worked with private industries to comprise the entire healthcare system instead of working to protect it (Marks, 2017). According to Jonathan Marks, the efforts made by the government to improve health systems and eradicate environmental issues have not been fruitful because conflict of interests. The government has tried to collaborate with the private industries to solve the problems that affect the public healthcare system; however, this partnership has achieved nothing and instead jeopardises the entire public healthcare system which is highly essential for citizen’s common good (Marks, 2017). Failure to meet the Quality Assurance Standards in healthcare system, this environment has turned its focus to regulations as opposed to delivery of patient care services.
Indeed while the main goal of the government in healthcare system is to ensure quality assurance, Marks feels the scenario currently is opposite. Therefore, the quality of healthcare services has greatly been comprised at the expense of focusing on regulations. This has led to emergence of ethical concerns in healthcare system such as poor patient record systems, data and privacy breaches and antitrust problems. According to Jonathan Marks, these problems have proven to be huge barriers to quality healthcare delivery in several public hospitals and the government is to be blamed for this.

b) What is YOUR understanding (professional perspective) of the Value of the Message?
Based on my understanding as a student, I Jonathan Marks has delivered a powerful message related to the functions of the government and international laws in promoting either conflicts or cooperation. With respect to my professional perspectives, I understand the function of the international law and the international lawyers need to implicitly or explicitly subscribe to cooperation thesis by serving to curtail conflicts at all levels. Moreover, the advanced states must also strive to share common grounds with their partners for the common good of their citizenry. In this case, the government will act as supporters of the public health system and ensure the public health environment remains healthy for the delivery of high quality healthcare services. This will be the success of such a responsible state in doing what is good for the public, and it would be the appropriate metric for assessing international law across the entire world. Therefore, the intentional laws, in my opinion, should be used to facilitate and enhance intractable conflicts because conflict is always part of the “work” or “project” thus helping states to achieve their development goals such as improving quality of healthcare services and environmental conservation.
c) What are three (3) points (learning outcomes) learned during your research of the topic?
The three points that I have learned from TED talk of Jonathan Marks include the role of intractable conflicts, the role of international laws and role of government in the international arena. I have learned that the government can take advantages of international laws to create intractable conflicts which is plays an important role in facilitating and enhancing the national developments such as establishment of good healthcare system for the common good of its citizens and protection of environment and its resources. On the other hand, international laws regarding healthcare regulations are important when they are used to achieve the best and quality healthcare services; however, these international laws and regulations are in many ways used to jeopardize healthcare operations, and that is not good. Finally, I have learned that the government plays an important role in achieving quality assurance in healthcare through partnering with the private sector and other governments. However, this collaboration and partnerships would sometimes jeopardize the entire public health system if it is done alongside other conflicts of interests as indicated by Jonathan Marks. Therefore, such partnerships need to be done for the public common good if they had to achieve what they are intended for.
