The 2nd Edition of Law Enforcement Analytic Standards profoundly expounds on the standards that were established by the IALEIA (International Association of Law Enforcement Intelligence Analysts). The establishment was as a result of the recommendations of the National Criminal Intelligence Sharing Plan (NCISP) (U .S. Department of Justice’s Global Justice Information Sharing Initiative, 2012 ) . The booklet discusses specific standards that tend to explain things that agencies require in order for them to be in a position to adopt the minimum standards for intelligence-led policing. This will play a significant role in helping them to support and enhance the development of professional, sound, and analytical intelligence products. Education standards, testimony, feedback standards, data-source attribution, and intelligence standards are the main standards that have been discussed in the booklet. The Criminal Intelligence Coordinating Council is the author of the booklet. It was meant to address law enforcement analysts. 

The  National Criminal Intelligence Sharing Plan  (NCISP) is a recognized blueprint that is followed by the administrators of the United States law enforcement when they build and enhance any intelligence function. It is important to note that the NCISP has 28 recommendations that were vetted by officials of law enforcement as well as subject matter experts from state, local, federal, and tribal agencies. The National Criminal Intelligence Sharing Plan is based in the United States, but it has been rated as the most practical model of best professional standards and practice today for broader application to the certification of analysts. There is a recommendation by NCISP that suggests the minimum standards for the analysis of intelligence. There have been developments in several different guidance documents that are related to the analyst certification standards as well as analysis training. The purpose of this is to enhance easier reinforcement of NCIP recommendation.

The professional development committee of IALEIA accommodated the NCISP together with its recommendations. They incorporated this with the standards of intelligence analysis training and professionalism which acted as a reliable guide for offering a uniform standard that was broadly accepted. This is what determined the base of the IALEIA Professional Certification Program. It is very significant to note that the first eight standards of the booklet are meant to address people who fill the analytic function. The standards go hand in hand with analytic education, professional development, leadership, professional attributes, certification, training, as well as professional liaison. Standards of analyst certification state that analysts must only be certified if they complete a program that is particularly developed for intelligence analysts. This is certified and offered by an organizations or agencies that include government institutions, institutions of higher learning, and professional associations. 

These programs of analytic certification are meant to reflect the practitioner’s training, experience, skills of adult instructional techniques, education, and proficiency testing. SCCA (Society of Certified Criminal Analysts) that was founded in the year 1990 previously addressed similar qualitative needs. Various founders of SCCA seriously approved the launch of IALEIA. SCCA tried its level best to come up with professional standards since its inception. They established a professional certification program for analysts that is recognized internationally. This was a significant step and a brilliant idea in the field of law enforcement. The SCCA program was later merged with IALEIA in 2006. The Director of Professional Development took over its administrative responsibility. 

Professional certification is essential. It enables the skills and professional abilities of the analytical personnel to be recognized. It also provides individuals an opportunity to pursue their dreams by engaging in the process of professional certification in order to widen their experience, skills, and knowledge. They are also able to be recognized and acknowledged by their peers as well as employers. The process of certification also plays a role in promoting professionalism to a great extent through education, participation, and contributions to the analytical community of law enforcement. Certification can help an analyst to achieve the expected analytical competence that is suitable for a particular career portfolio and path. 

Certification from the Law Enforcement Analytic Standards enables employers to be in the position of having enhanced means of being able to measure the experience and competence of analysts. It also provides analysts with many other benefits including the ability to recognize their professional skills and capabilities. The process of certification enhances leadership and professionalism in the analytical community. Certification also reinforces the credibility of an analyst. Intelligence analysts find it hard to adapt to new changes brought about by innovation and technology in the quickly changing world. Criminals use technology to carry out their activities. Analysts need to be sharp and faster at learning innovative technical skills to be able to counteract and save situations. This is a big challenge for most analysts because the advancement of technology and cybercrimes is unpredictable and it is not something that they learn in class during the course. 

Conclusion 

Certification is significant to the institutionalization of the profession of analysts within the community of law enforcement. Law enforcement standards also play a significant role in fighting crime in the United States and other countries around the globe. The standards equip analysts and other stakeholders with the tricks and knowledge of how they can handle different situations of crime and unusual circumstances. The people wish to join the profession are also given an opportunity to do so if they have enough qualification and show signs of commitment, hard work, and loyalty. The law enforcement standards have substantially led to the reduction of crime in society because their efforts to fight crime are thorough and efficient.
