Civil Rights and Civil Liberties (CRCL) is one of the departments under Homeland Security. The officer in charge for Civil Rights and Civil Liberties is an assistant secretary-level, non-Senate confirmed Presidential appointee who reports directly to the Secretary. The Officer is supported by two career SES deputies: The Deputy Officer for Equal Employment and Diversity and the Deputy Officer for Programs and Compliance, who is similarly the Department’s Equal Employment Opportunity (EEO) Director.2. The department is one of the main stakeholders of the department of the homeland. It was formed to address the civil issues that the public raises about-about the Department of Homeland security. This paper examines the function of the office of the Secretary, Office for Civil Rights and Civil Liberties (CRCL). Also, the paper analyzes how its operations of Civil Rights and Civil Liberties (CRCL) affect homeland security policy decisions.
Function of the Office of the Secretary, Office for Civil Rights and Civil Liberties (CRCL)
All the complaints filed against the U.S. Department of Homeland Security (DHS) by the public about the activities and policies are reviewed and investigated by The Office for Civil Rights and Civil Liberties (CRCL) (Schmoyer, Doyle, Dufel, & Higa-Smith, 2015). All the allegation against the DHS is reviewed and compiled under section six.S.C. § 345 and 42 U.S.C. § 2000ee-1 which assesses civil liberties and civil rights and abuses including:

The organization is involved in Investigating and resolving civil rights and civil liberties filed by the complainants regarding the public department policies, activities, action which is considered personal department.
The organization needs to choose leaders who equal the employment opportunity thus promoting diversity to the workforce unit thud meriting their system to principles.
Also, the programs developed by the Department of Homeland Security on immigration majorly affect the non-U. S citizen and a U.S citizen including asylum seekers, permanent residents, visa holders, Migrant workers, non-immigrant and immigrant, persons in detention and the undocumented people. The Federal Law Enforcement Training Center (FLETC), U.S. Citizenship and Immigration Services (USCIS), U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP) work with other department offices like the Office for Civil Rights and Civil Liberties (CRCL) Immigration Section to collaboratively work to:
Incorporate the immigration-related program on the civil rights and civil liberties protections which handles operations throughout the department, programs, procedures, and policies;
Informing the public about their civil liberties and civil rights as implied by the immigration department on the operations, programs, policies, and procedure;
Availing assistance when providing civil liberties and rights while in the department components.
How Operations of Civil Rights and Civil Liberties (CRCL) Affect Homeland Security Policy Decisions.
Since the main aim of Civil Rights and Civil Liberties is to ensure the rights of people are obeyed, the operations of Civil Rights and Civil Liberties have ensured the rights of the suspects are not violated when in custody of the officers from CRCL. Some officers from CRCL are notorious for disobeying the civil rights of suspects ( Sinnar, 2015) . Therefore, the work of CRCL is to ensure that all the officers in the department of homeland security observe civic rights of the suspects. As a result, the policy decisions of the of homeland security will be affected because the department will have to introduce punishment for the crooked officers.
Similarly, one of the aim of Civil Rights and Civil Liberties is to educate people about their civil right. Police officers from homeland department have occasionally harassed suspects by subjecting them to torture. Since some people do not know their civil rights, they end up suffering in silence (Sutherland, 2016). After being educated about their civil rights, the public would be able to demand their rights. Therefore, the policy decision of homeland security will be affected since the department will have to retrain their officers about the civil law so that they cannot be on the bad side of the law.
