Based on the analysis of the town, one would note several key crises within the population, which are important to take into consideration in trying to come up with a comprehensive framework for support. The first crisis, indicated in the town, revolves around the issue of unemployment. Most of the people in the town relied wholly on farming as their main source of income. However, the buying of land by developers, who intend to set up housing complexes, has become a major issue of concern, as it has affected the population’s ability to engage in effective farming. Thus, this has resulted in a situation where the town is facing a major crisis with regard to building its capacity towards maintaining employment. That has also risen due to the lay-off from some of the small industries operating within the town, which has had major impacts on the population.

The second key crisis to note with regard to this particular town revolves around the issue of gender-based violence, which has been on the rise due to an increase in unemployment. The issue of gender-based violence in the town can be noted from the perspective that people are experiencing notable frustrations that seem to affect their social abilities. Dealing with the issue of unemployment would act as one of the key approaches allowing them to enhance overall mental capacity to handle the pressure associated with unemployment. The third crisis to note relates to the significant rise in the crime rate in the town, which can also be attributed to issues of unemployment. The number of people involved in crime within the town is rising within every single day considering that more people are finding themselves in a position of desperation due to lack of employment.

Crime tends to have a direct link to unemployment, as people tend to engage in crime as a way of catering for their economic demands. In this case, the people may engage in crime as a way of feeding their families and maintaining their livelihoods. The rise in the crime rate has contributed to a situation where the emergency department is experiencing notable challenges in dealing with the trauma of crime victims in the town, thus, highlighting the need for having to reflect on the root cause of the issue. Lastly, the town is also experiencing a major challenge attributed to mental health considering that more and more people are developing suicidal tendencies with others showing signs of anxiety disorders. The rise in such issues of mental health creates a major health care challenge considering that it defines the need for having to come up with comprehensive strategies focused on dealing with such mental health issues.

The general age bracket of the service population within the town is between the ages of 24 years and 50 years considering that this is the working age where people are expected to engage in a wide array of activities as part of improving their economic position. However, in this case, this population is experiencing a major challenge in trying to meet its economic obligations considering that most of the people in the town are unemployed. The primary service population is Hispanic but the focus will also be on the non-Hispanic African-Americans non-Hispanic White population. The town, regardless of it being from Latin America, hosts other minority communities, which are also experiencing similar challenges to the natives in the town. That means that success in implementation of effective strategies would depend wholly on the idea of having to engage all the local communities as a way of achieving set goals.

The main idea with regard to this town is setting up a crisis center that would offer several key social services with an intention of alleviating some of the key challenges indicated at the beginning of this analysis. The first service that this center will offer is counseling to the local population where the locals will receiving counseling depending on the issues and challenges that they are facing focusing on their lifestyles. The main idea of adopting counseling as a key service for the town reflects on the fact that most of the people in the town are confused on the approaches to take considering that they are not in any position to support their livelihoods. Effective counseling will help them deal with the stress arising from losing their sources of employment while reflecting on the need for them to embrace new approaches to life in general.

The second service that the crisis center will offer is training programs on some of the key steps that the population may take in projecting their economic positions. The training programs must reflect on some of the key resources that the town has while ensuring that the people understand that they can use these resources to rebuild their economic position. The training sessions will help in ensuring that more people move from the mentality that they must seek employment to the mentality that they have the capacity of creating their own forms of employment. Lastly, the crisis center will also offer diagnosis, therapy, and treatment of mental health issues, which is a key issue affecting most people in the town. The main idea is to develop a framework from which people diagnosed with mental health issues receive the necessary treatment and therapy that would improve their capacities to maintain their livelihoods regardless of the challenges experienced.

The location of the crisis center will be within the two supervised homes, which are the key resources to consider in an implementation of this plan. The main idea is to use these homes as crisis centers with an intention of reaching a bigger population within the two. In the first center, which provides shelter for persons who have chronic mental health needs, the key focus will be on mental health diagnosis, treatment, therapy, and counseling. The workers at the crisis center will use the existing facilities within this particular supervised home with an aim of improving capacity to achieve intends results. In the second center, which is a residence for adults diagnosed with developmental disabilities, the key focus will be on training of the local population on issues of promoting their own levels of employment.

In dealing with the crises indicated above, the main crisis model that the center will adopt is Roberts 7 Stage Crisis Intervention Model. In this model, the main idea is to evaluate the crisis using the 7 stages with an aim of gaining a better understanding of the issue while coming up with an affirmative position. The adoption of this model will be of value for the town, as it will pave the way for better understanding of the issues while reflecting on the need for promoting positive approaches towards dealing with the issues. On the other hand, the crisis center will adopt Lerner and Shelton's 10 step acute stress & trauma management protocol, which is important when dealing with the process of counseling of victims. As indicated earlier, the town is experiencing major issues resulting from trauma due to gender-based violence and increasing crime. Thus, this acts as an indication that the protocol will act as one of the key safeguards in defining expected success levels in effective adoption of formative results.

Regarding the triage and agencies to use as referrals, the main agency that will be a key source of information during the course of dealing with the issues in question is OECD Observer, which is a publication agency focusing on socioeconomic issues and challenges in our society. The main idea of engaging this agency reflects on its understanding of issues affecting a majority of the countries around the world, which would be of value in acting as a source of reference in the development of viable recommendations. The second agency that will act as a source of referral is the State Department of Mental Health and Addiction Services, which is a government department mandated with dealing with mental health issues. The department will help in providing vital information on some of the key approaches to take in dealing with the mental health issues affecting the people in this particular town.

The staff selection criteria will focus on their past experiences in dealing with crises of this magnitude. The main focus is trying to find quality staff members that would be in an effective position from which to build the capacity of the crisis center towards improving the overall outlook. The main task of the staff, selected for the crisis center, will be engaging with the locals with an aim of understanding their views on some of the key issues or challenges that they are experiencing. In terms of their training, the staff will go through a thorough training program touching on some of the underlying issues associated with the problems and crises affecting the town. That will provide them with a general understanding of the issues and effective approaches towards dealing with the same. The main plan to prevent burn-out is to ensure that the staff work in shifts where each of the staff members will take 8-hour shifts. On the issue of funding, the crisis center intends to engage corporate sponsors, as well as, the state government to fund a majority of its programs.
