Part 1 

With the rates of property crime going up in Centerville, there is a need for deploying a strategy that would most likely substantially reduce victimization in the area for the different crime types, particularly property crime. In this area, the ideal approach of hindering property crime is through community organization strategy. Organizing the society assists individuals in being on the same page while at the same time offering actionable tools to help in limiting crime. Community organizations usually, often referred to as ‘community watch,’ ‘neighborhood watch,’ or ‘block party’ aims at ensuring that neighbors establish relationships, which can allow them to make their communities stronger. When it comes to neighborhood watches, community meetings target realizing three key goals. These comprise of marking property with the goal of indicating property, watching out for mistrustful activities, and undertaking surveys concerning home security (Champion National Security, 2018) . This initiative was instituted with the goal of training citizens to assist the law enforcement by serving as its ‘eyes and ears.’

In the event of the neighborhood watch, the teams usually organize to take patrols at night. These entail individual groups surveying an area to make sure that they have sufficient understanding of the area while at the same time looking for any activities that might seem suspicious. Whenever these groups encounter suspects, they are usually supposed to report to the police rather than engaging with them. These patrols facilitate in learning of the different ways of hindering crime within the surroundings. Neighborhood studies have the capacity of hindering various forms of crimes when communities show criminals that they are aware and understand ways of identifying suspicious activities rapidly (Champion National Security, 2018) . This kind of an initiative can work well in Centerville where the rates of crime are rising, especially those related to property.

While the neighborhood watch parties are crucial, community block parties also play an essential role as well. They assist in bringing the neighbors together while ensuring that their relationships strengthen, hence tightening the sense of community. Here, it is essential to note that the existence of positive groups within a society plays an essential in deterring criminals, an initiative referred to as ‘positive loitering. For the block parties, they also play an essential role in terms of boosting morale. It boosts the bonds for celebrating together while those close bonds allow the community to assist each other in terms of watching out for each other and the entire group as well (Champion National Security, 2018) . By adopting these kinds of initiatives, therefore, Centerville would be able to witness a significant reduction in property crimes together with other crime forms in the area.

Part 2 

From prior reading, the victimology theory that best fits my strategy is one of the deviant place theory. According to the theory, when individuals are subjected to dangerous places, they have higher chances of serving as crime victims. In this case, the victims do not usually influence crime by encouraging it through passive or active means. However, they are usually victimized because they are situated in ‘bad’ areas (Hollier, 2018) . In this case, to facilitate in reducing chances of emerging as a crime victim, individuals should embark on efforts that can permit them to avoid areas characterized by high incidences of crime. The theory adds that because most minorities are associated with crime because they usually reside in households from low income. Additionally, the theory reveals that adopting precautions for safety in the area might not be significantly essential since the neighborhood as opposed to lifestyle choices influence victimization. In this case, once a neighborhood becomes deviant, the ideal way of reducing chances of victimization risk is through leaving the area and heading to one that has lower rates of crime (Harper, 2014) . For this theory, therefore, it can apply to my strategy of community organization. Once the community becomes organized to avoid incidences of crime, it becomes possible to hinder crime because crimes would feel as if they are being watched whenever they wish to take part in a crime. In this case, incidences of crime would reduce in the area. Also, in a campus situation, I believe that the deviant place theory can apply. For the victims, they should ensure to avoid high risk areas to allow them avoid incidences of crime, which might take place in campus.

Part 3 

When it comes to determining crime, one of the popular methods of doing so is the National Crime Victimization Survey (NCVS). The measure determines the number of individuals serving as victims of one out of the seven common crimes in the last year. The common crimes that are usually recorded comprise of burglary, household theft, personal theft, household theft, assault, robbery, rape, as well as motor vehicle theft. Murder is not incorporated since it is not possible to survey the victims. The sampling process is usually carried out via telephone sampling. The approach is considered as more accurate because individuals usually acknowledge that they have served as crime victims anonymously even in case they did not let the police know about the crime (CMU, 2018) . Regarding the ‘dark figure of crime,’ it refers to the extent through which crimes are unknown or go unreported. A dark figure of a committed crime usually exists, although it fails to appear in statistics for crime (Sociology Index, 2018) . The overall crime amount within a community comprises of crimes that are recorded or known as well as the ‘dark figure of crime.’
