Proposed Environmental Law in Houston

Houston has a plethora of laws that have been proposed to govern environmental issues. These proposed legislations cover each aspect of the environment including water, air, and soil. One of the most standout out proposals is SB 243 as it requires an increase in energy efficiency for utility companies.

SB 243 ensures that energy utility firms enhance their energy savings. The bill articulates that energy utility firms should gradually increase their energy savings starting from 2022. The goal is to increase the energy savings by 10% by 2025 (Corso, 2021). The state’s energy commission will provide a method to determine the annual savings goal for each utility firm. The method should be based on current and anticipated usage of electricity delivered to the service area of utility firm. The adoption of these rules means that the energy commission may facilitate some cost caps to encourage energy cost savings among the firms.

The proposed Bill is monumental since the costs saving measures ensure that energy utility firms use more effective ways to distribute electricity. Essentially, it mandates the utility firms to invest in sustainability measures to ensure they meet the state requirements. Investment in sustainable measures is vital in reducing the emission of greenhouse gases. Since the power required for distribution of electricity generates a significant amount of greenhouse gases, the new law takes a proactive approach towards reducing their emission in Houston. Besides, the rule is also useful for the firms as it enables efficient energy use. Reducing energy use decreases energy costs and can lead to financial cost saving for the utilities since the energy savings will offset the additional expenses of installing energy-efficient equipment. Therefore, Bill SB 243 provides a win-win situation since it ensures the reduction of greenhouses gases while enabling the utilities to make financial savings.
