Electricity as one of the critical infrastructures that the government should be keen on due to its vulnerability to external attack and also hazards. A crucial point you mention in the discussion is the need for mitigation as a way to ensure that the electricity as critical infrastructure is safe. The government needs to have a backup system and ensure that when the power is off due to weather, there is a backup that keeps people warm and lights the city to reduce the perception of crime ( Funk, Kennedy, Hefferon& Strauss, 2018). Also, the government needs to be vigilant on terrorism, just as you have mentioned in your post. Borderline protection can be excellent, but also having a surveillance system both outside the country and inside could help in mitigating the threat of terrorism on electricity plants in the country. The mitigation measure that the government needs to prioritize should cater to public education, natural disasters, and also terrorism. Railway and transit are critical to the economy considering the number of people that use such a system to move from one point to next. As you find it surprising, the railways and transit are less targeted, but it does not mean that the government needs to ignore them. You mention training as a mitigating factor, and this is critical ( Credit, 2018). However, training should gear towards mapping the essential areas where a terrorist could plan such an attack on transit or railway system ( Renne, 2017). As you also mention that geographic dispersion is a significant challenge that the government has to battle regarding creating mitigation process for the transportation and railway, the best way is to map such areas and come up with technology that can detect threats. Such an intervention would be critical in identifying such potential attacks before they happen. With border protection, it could reduce the chances of an attack on vital infrastructures such as the railway.
