The healthcare sector is one of the most crucial sectors in service provision. It is paramount to recruit and retain competent and skilled employees. The exercise is a costly and critical issue, especially in the quest to develop a competitive advantage in pursuit of business profitability. Knight (2018) lists three main strategies that can be used to recruit and retain employees. A healthy working environment allows employees to work together with their managers to improve their safety, wellbeing, and health, and at the same time, sustain business productivity. It improves productivity and reduces costs related to turnover, absenteeism, medical claims, and compensation. Manager and employee relationship is key to maintaining daily business operations. Poor relationship impacts employee performance. Lastly, employee training and development are crucial in recruitment and retention. Training helps them improve their skills in their current roles, while development helps them grow and improve future performance. 

According to Araujo and Maeda (2013), most healthcare workers prefer to work in urban and wealthier areas. Shipalana (2019), confirms that there is a struggle in the world to recruit and retain the employee in rural areas. The scarcity of healthcare professionals in rural areas leads to poor service provision. Shipalana classifies rural areas as “Under-served areas” together with refugee camps, urban slums, remote islands, areas with conflicts or post-conflict areas, and areas that indigenous groups or ethnic minority groups inhabit. Shipalana (2019) postulates that healthcare professionals are reluctant to work in these areas due to poor support structures, poor referral, poor management structures, inadequate supervision, and inappropriate drugs and equipment. The author (Shipalana, 2019) also notes that factors such as remoteness, job frustration, dissatisfaction, community issues, and occupational stress further affect employees negatively.
