Shipalana (2019), confirms that there is a struggle in the world to recruit and retain the employee in rural areas. The scarcity of healthcare professionals in rural areas leads to poor service provision. Shipalana classifies rural areas as “Under-served areas” together with refugee camps, urban slums, remote islands, areas with conflicts or post-conflict areas, and areas that indigenous groups or ethnic minority groups inhabit. Shipalana (2019) postulates that healthcare professionals are reluctant to work in these areas due to poor support structures, poor referral, poor management structures, inadequate supervision, and inappropriate drugs and equipment. The author (Shipalana, 2019) also notes that factors such as remoteness, job frustration, dissatisfaction, community issues, and occupational stress further affect employees negatively.
