As the Chief of Police, I am writing this to bring to your knowledge as the governor, some of the occurrences at the city regarding investigation of crimes. Our objective as the police department is to make our city a crime free area and to ensure that people are assured of the security of their lives and property at any given time. Moreover, we seek to achieve a moral upright society within our city; a city known for fair distribution of resources and basic amenities. More specifically, we have an objective to achieve sanity and fairness from the police administration. We have investigated a couple of issues that compromise the security of this town, the sanity of the police administration and the ethical values of this town. We have conducted specific investigation on the rising unrest caused by alleged racial discrimination from the police targeting a specific race in Courtelaney Pass. The black community have been key among the victims of racial discrimination from the police and have subsequently been protesting to put the issue to rest at once. We have also investigated the issue unemployment. From our studies, we have determined the rate of unemployment in Courtelaney Pass to be at 8.7% and racial race to be a key issue being used to award jobs. Certain races do not have a representation at the police administration. In addition to that, we have identified the need for police reforms. Our investigations have revealed utmost bias in hiring personnel working with the police. We propose to initiate an overhaul of the police department because of the fact that people are not happy with the its composition. We are confident that an overhaul will solve the issue of racial discrimination and bring some sense of sanity in the process of hiring and racial discrimination. The police department will regain the trust of the community and thus increase their effectiveness in doing their work without protests in the future. We also propose to arrest and apprehend to be members of gangs who are notorious for robbery without violence. This step is meant to increase security in the City. I recommend that racial abuse and discrimination be criminalized by law to ensure that we believe as brothers. Making racial discrimination illegal will secure good punishment for perpetrators of racial abuse and thus help scare the police officers who may still think of racial discrimination as a tool against black law offenders. My other proposal is to introduce laws guiding employment and hiring. This will remove the threat of corruption and racism among people seeking employment. 

I also recommend community policing in a bit to improve the general security of the city. Due to the numerous protests, the police have had a rough relationship with them. Community policing will improve the relationship between the police and the public, and help promote security. Additionally, the members of the community tend to offer support to police investigations, making their work easier during investigation.
