The aviation industry is a very sensitive industry due to the capability it has to cause major damage incase of an accident or misuse by a rogue aviator. Aviators are therefore required to be in the know about various procedures that have been established to cater for emergency situations that could be witnessed in the industry and Special Federal Aviation Regulation No. 60 is one of these legislations. 

The legislation deals with the conduct of aviators once the Director of air traffic control declares an emergency and activates the National Air Traffic Reduced Operations Plan which means that flights would not be flying as normal but would be restricted depending on the instructions given by the director. The Director usually activates this plan when he/ she determines that national security may be compromised by the continued flight operations or when a safety issue is detected that puts the lives of the public at risk and requires flight operations to be interrupted so it can be taken care of. Most times, military flights, medical emergency flights, Presidential flights, and even those facilitating movement of critical government persons are exempted from the reduced operations and flights transporting critical Government employees.

The legislation is quite useful as it allows the Director permission to quickly act on issues that touch on national security or public safety during emergencies. The legislation is also good in that it is quite clear as to what actions aviators are allowed or restricted from doing leaving no room for confusion during such an event. Although the legislation is open to abuse by rogue directors especially during politically charged seasons, international partnerships with other air transport providers has seen the possibility of unnecessary interruptions to flight operations reduced drastically.
