An essential function in the state of choosing whom to release and whom not to release from the state prisons is done by the State Board of Paroles. The decisions that the parole board makes is fair, and numerous factors are taken into consideration while determining those who may pose a risk to public safety and most likely people to succeed in the parole. It is, therefore, an important and a risky process that must be swiftly and diligently handled to reduce the cost of the organization cost.

How to Handle This Situation 

It is critical to begin handling the parolee's case immediately. Immediately gathering information and records from the criminal case will ensure that evidence is neither lost nor destroyed. This will ensure that the institution is saved from too much spending. It will also ensure that there will be minimal damages caused by the evidence as a time to handle the case will be minimal.

Changes to Implement the Current System 

The following changes should be implemented in the current system:

The parole should obtain a complete copy of court file immediately

The parole should be able to be served immediately of defense counsel's file complete copy.

The parole should immediately obtain essential court reporters transcripts, for example, the sentencing hearing, motion proceedings, and trial or diversion proceedings.

How Changes Would Affect the Current System of Cost 

These changes would save the institution a lot of money since the information gathered will be in good shape to help the parole in decision making. Damaged data will need a new investigation to be carried out hence immediately obtaining the relevant copies by the parole will ensure that no evidence is destroyed. According to Tooby, “the passage of time damages the evidence and therefore causes an institution to incur a lot of costs to obtain new evidence and therefore it is critical to begin immediately in evaluating the case," (Tooby 1998)

What Will Make the Situation Successful and Challenges That Will Be Faced 

The situation will be more successful when all the parole board members will accept the new changes proposed. The board embracing the new changes will make the new changes successful as every board member will try to implement the new changes.

The challenge that may be experienced by the new situation will be major resistance from some parole board members this will be majorly by those who want to retain the status-quo.

Ways to Save the Parole Board and How 

There are ways in which the parole board can be saved. The individuals posing resistance to the new changes should be advised to stick to the changes are otherwise be replaced with those who are willing to implement the changes. This way the board will be saved.

A Summary of How This Would Affect the Parole Board Now and Into the Future Based On the Proposed Changes, Associated and Challenges 

In summary, the parole board will openly and with no any hesitation hold a hearing for the parolee. This will redeem the parole board and regain the confidence of the public again. The parolee will be given a fair and timely hearing. The parole board will experience a reduced cost in handling a hearing since no report will be damaged are destroyed due to a lot of time involved in managing the case. In case the parole case takes longer than required, the extension should only be for a specific period (Commonwealth v. Anders, 555 Pa. 467, 472-473, 725 A.2d 170, 173(1999). For parole system to succeed depends on the rate at which paroles are revoked and the number of individuals’ incidents involving dramatic behavior by parolees which provoke the anxiety of the public (Hawkins, 1973)
