In today’s world, an organization has to be very keen on how they carry out business, or they will find themselves unproductive. Budget-based planning or forecast-oriented planning methods will not suffice to ensure the business remains intact and operational. The organization must take part in strategic planning. The technique clearly defines objectives and assesses all internal and external situations affecting the operations of the business and formulates a strategy that will keep the business operational, evaluate the progress and make adjustments where necessary to keep the business afloat. The goal of juvenile justice is to separate child offenders from the destructive punishment of the criminal justice correctional system.
The juvenile justice system cannot succeed in its objective unless the other stakeholders take part actively in changing the behavior of juvenile offenders. The most important stakeholder is the community. It has tools and resources and power that the correctional system does not have. The community is the basis of moral influence and authority and the centre of decision making whenever possible and also the centre of the action. Formal government is the source of legal authority in the community (Welsh & Harris, 2016). It also forms part of the major stakeholders in maintaining juvenile justice. It is in a broader position to carry out oversight than the community is.

One of the problems facing public safety in juvenile justice is the number of children that flow into the correction system. For instance, there are about 2 million youths that come into contact with the juvenile justice system each year. Youths and young adults make up the largest portion of this group. The community is mandated to form a basis for the moral authority influence to this young generation to combat much of these problems. At the grassroots the communities, the community should be the centre of the action. A system is thereby needed to be set up in place to deal with matters of mental health and young adults’ needs that get into trouble with justice. These systems should be comprehensive and community based if they are to be effective.
