The drawing of boundaries by a new congressional in cooperation with the state legislative district is known as redistricting. Tom DeLay aided engineer make the Congressional delegation of the state more democratic, which got in the Supreme Court. The egalitarians were asking the court to judge the plan as being unconstitutional and abusive of the Right Act such as discrimination. 

This argument was to be settled by the court of law for the outcome to be considered in the next election. This argument above others was over an unusual timing in redistricting of the boundaries. The boundaries were changed twice; by a court and by lawmakers of the state aided by Tom DeLay claiming of unfair representation of voters after 2000 census. The Supreme Court has admitted that increasing the power of the political party can be unconstitutional, but had difficulties setting out a better standard. Justice Kennedy voted the dropping of the division of voting areas which could cause cheating and called for the court to intercede.

This is because the constitution prohibits the division of the boundaries before a decade is complete furthermore the plan is not following the rule of one person one vote. Many people were added to the Texas population which was not equally distributed; not commensurate with Hispanic, in between the period of the census and 2003 boundaries changing. The boundaries were drawn using the 2000 outworn data; therefore, the 2003 drawing bought about the unequal representation of voters in Congress. The current world being a democratic one, the Texas unequal division of the boundaries in between decades should be called off. 

As discussed above, the redistricting caused irregularities during not only voting, but also an unequal representation of voters in Congress. For this reason, I condemn the practice because it was self-centered to benefit republican by increasing the presentation meaning that the house motions would be largely be determined by the republican. This depicted an inappropriate use of power by the republican in their favor, which is a democratic injustice.
