As discussed milestone one, the problem which is currently facing Joy Center Clinic – a fictional health organization – is the aging workforce. For the organization to address this problem, the proposed strategy will be the creation of a phased retirement program. Phased retirement denotes a wide range of flexible retirement arrangements – formal practices and informal workplace policies that enable workers approaching the normal age of retirement to cut the hours worked or work for their employers in a different capacity once they retire (North & Hershfield, 2014). The organization should consider informal phased retirement program with the staffs who are approaching retirement in which retirees could work part-time, and also be drawing a part of their retirement money, and thus earn total remuneration as well as benefits. Consequently, the organization could avoid hiring costly contractual and temporary employees and focus on retaining the existing team of young talented employees in the organization. This will ensure that the aging employees can transfer their knowledge and experience to the younger and energetic ones, and thus the organization will never be void of the skilled labor force. 

Essentially, the specific relevant quality standards which the program will seek to address will be patient experience and effectiveness of care. First, the program will target to ensure that the patient experience is improved by allowing young nurses and doctors to attend to patients speedily and thus reduce the patients’ waiting hours to get healthcare services. The program will also aim to guarantee effective provision of healthcare services in the facility by ensuring that patients get effective and quality services from the young and energetic team of professionals, while also the older staffs offering assistance where necessary.

For the program be deemed a success there are various types of data which will indicate a quality outcome. Patient-reported outcome measures (PROMs) data would be utilized to assess the experience of patient and observation of their healthcare (Weldring & Smith, 2013) . The data could prove a more accurate measurement of patient contentment and care quality. Besides, the effectiveness of care outcome is another indicator of quality outcome which measures adherence to best practice care procedures as well as realized outcomes like reduced waiting time. Also, another gauge of quality outcome would be timeliness of care, which assesses patient access to care (Tinker, 2019). Reduced timeliness of care would be a sign of speedy and better care. 

Implementation of the Plan in the Organization 

During the execution process of the program in the facility, the interdepartmental communication channels which will be employed are written communication and corporate communication. Written communication is commonly sent inter-departmentally in the form of memos and emails. Memos and emails will thus be sent to all workers approaching retirement to inform them of the new policy. Besides, corporate communication will be used, in which the organization’s management will send a message via email informing all employees of the planned policy. 

Further, the method which will be used to interpret data for communicating the findings within the organization will be qualitative interpretation. Through qualitative analysis, the data is described through a descriptive context. In particular, interviews will be used to analyze the opinions and views of the staff about the proposed program, which will then be used in formulating and implementing the program (Lebied, 2018). 

Certainly, once this program is implemented, it will enhance the effectiveness of patient care by reducing the waiting time. Besides, the program will improve the patient experience, through better and quality services. Moreover, health information systems would support such enhancements in patient care through helping in the collection, storage, management and supporting different healthcare policy decisions. Overall, I think that I believe that the implemented initiative will significantly and positively impact the safety culture within the institution by reducing medical mistakes which could result from the aging workforce which is slow in their decisions and reduced physical capacity.
