Urban areas have darker surfaces all over making those areas warm due to the heat collecting properties. Denser traffic with internal combustion engines and more buildings with air conditioning and running furnaces that emit heat increasing the temperature making them warm. Rural areas are less warm than urban areas in the same temperature because they reflect more heat to the surface, water and plantation will help the sun heat be reflected back to the surface. Other than the albedo effect, other factors like the existence of water sources, plantations and existence of big construction site will affect the temperature differences between urban areas and rural areas.
